About the role

This class involves the receipt, review and processing of building plans and applications for permits, approving simple plans under specific conditions, issuing building permits, and performing other related duties as required.

Responsibilities

  • Receives, reviews for completeness and conformance to various rules, regulations, ordinances and policies; processes applications for buildings, signs, driveway and land use permits;
  • Reviews and approves sign applications and simple building permit applications;
  • Maintains computerized permit tracking system for all applications received;
  • Distributes plans and applications to applicable agencies and offices--including monitoring and following up when submittals and responses are past due;
  • Advises applicants on methods, procedures and requirements for filing and processing of applications;
  • Explains general requirements of the building and other pertinent codes and ordinances;
  • Advises applicants on other required approval from other agencies;
  • Keeps applicants informed of permit application status;
  • Computes and collects fees for various permits;
  • Captures and monitors processing of applications for coastal zone management area permits, state land use commission and county special use permits, accessory use permits, change in zoning, district boundary amendments, planned development approvals, project district approvals, shoreline setback variances, environmental assessments, and community plan amendments;
  • Prepares activity reports in conjunction with coastal zone management programs and participates in related studies, projects, legislative activities, meetings, and workshops;
  • Captures, coordinates, facilitates and monitors the processing of housing projects, including applications for building permits, subdivisions, change in zoning, special management area permits, planned development approvals, grading and work-to-perform permits and prepares housing project status reports;
  • Determines street addresses and coordinates a numbering system for areas without street addresses;
  • Compiles data and prepares reports regarding fees collected, permits issued, inspections made, etc.;
  • Prepares other departmental reports and correspondence;
  • Reviews, monitors and maintains documents recorded with the Bureau of Conveyances;
  • Performs other related clerical duties as required.

Requirements

  • A combination of education and experience substantially equivalent to graduation from high school, including or supplemented by training in typing, and two years of clerical or office experience, one of which shall have included public contact experience.
  • Knowledge of: general provisions of the County building and related codes and ordinances; construction terminology; office practices and procedures; use of standard office machines.
  • Ability to: read, understand and interpret rules and regulations; read simple construction plans; make accurate arithmetic computations; deal courteously and effectively with the public.

Appointment may be made at any rate within the salary range from SR-13C ($3,900) to SR-13E ($4,221) per month.
