Land Use and Building Plans Examiner (SR-19)
About the role
This class reviews and processes complex plans and specifications for buildings and other structures for compliance with provisions of the Building, Housing and Zoning Codes and Ordinances.
Responsibilities
- Reviews complex building plans and specifications submitted by private architects, engineers and contractors for compliance with provisions of the Building and Zoning Codes.
- Checks plans and specifications to insure adherence to requirements such as type of use, location of building on property, height, bulk and size of structure and dimensions of floor area and open space areas such as yards, courts and off-street parking spaces and facilities.
- Provides information on requirements for yard, height, off-street parking and sign limitation under particular zoning districts.
- Provides information to the public on accessory, transitional and conditional land uses under particular zoning districts.
- Explains proper procedures involved in applying for such exceptional land uses and conducts preliminary studies necessary in processing such applications.
Requirements
This class requires a combination of education and experience substantially equivalent to graduation from high school and four years of experience in reviewing building plans and specifications for compliance with provisions of laws, codes and/or ordinances, two of which shall have involved the interpretation and application of the zoning ordinance.
A Hawaii State driver's license (Type 3) is required.
Qualifications
To qualify, applicants must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
Skills
Knowledge of laws, ordinances, rules and regulations pertaining to zoning and subdivision of land; the general plan, development plans and detailed land use maps; basic principles and practices of city planning; procedures involved in processing building permit applications for conditional uses, special permits, transitional uses and accessory uses under particular zoning districts.
