About the role

Land agents perform and/or supervise or administer work in the acquisition of lands for public purposes, in the disposition of public lands for approved private and public purposes, and in the inspection and enforcement of terms and conditions of land dispositions and provisions of public land laws.

Land Agent V performs the most complex land transaction assignments on a continuous basis; serves as a staff specialist in developing and monitoring program plans, budgets and procedures, special reports, and proposed legislation affecting public lands; may supervise lower level land agents and/or clerical personnel; and performs other duties as assigned.

Pay

$6,221 to $7,568 per month (SR-24, Step D to I). Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

Responsibilities

  • Perform the most complex land transaction assignments.
  • Serve as a staff specialist in developing and monitoring program plans, budgets, procedures, special reports, and proposed legislation affecting public lands.
  • Supervise lower level land agents and/or clerical personnel.
  • Conduct studies of all land transactions for preparation of recommendations on requests for use of State lands or for the acquisition of lands for State use.
  • Handle transactions including leases, easements, fee sales, revocable permits, executive orders, land exchanges, negotiated sales, licenses, and acquisition through condemnations and negotiated purchases.

Requirements

  • Graduation from an accredited four-year college or university with a bachelor's degree.
  • Three and one-half (3-1/2) years of progressively responsible professional experience demonstrating knowledge of Hawaii land laws, real estate laws and terminology, the real property appraisal process, various types of land titles, and legal instruments affecting land transactions.
  • Ability to gather and analyze land transaction data, prepare reports of findings including conclusions and recommendations, and meet and deal effectively with others.
  • For Land Agent V, at least one year of experience must have been comparable to that of a Land Agent IV in State service.
  • Supervisory aptitude may be accepted in lieu of actual supervisory experience for Level V.
  • Possession of a valid driver's license at the time of appointment (required for the current vacancy).
  • Legal authorization to work in the United States as a citizen, national, permanent resident alien, or eligibility under federal law for unrestricted employment.
