About the role

The Labor Relations Consultant is responsible for providing human resources consultation to managers, supervisors, and employees across 46 state agencies on a wide range of human resource management services. Principal HR areas include investigations, labor consultation, performance management, and participation in workforce planning, manager training, and coaching.

Responsibilities

  • Consulting with managers and supervisors on performance management issues including disciplinary actions.
  • Coinciding, participating, and facilitating union grievance meetings and responses.
  • Planning and conducting employee investigations.
  • Participating in meetings where ADM-SmART and state negotiation proposals are discussed and evaluated.
  • Providing data and information to labor negotiations as it relates to workgroup, job allocation, and selection issues.

Requirements

  • Three years of advanced professional human resources experience that includes consulting with managers and supervisors on performance management issues including disciplinary actions.
  • Coinciding, participating, and facilitating union grievance meetings and responses.
  • Planning and conducting employee investigations.

Qualifications

  • A bachelor's degree in human resource management or a related field may substitute for one year of professional experience.
  • Previous work experience in a union environment.
  • Knowledge of pertinent state and federal employment laws (MS Chapter 43A, PELRA, ADA, FLSA, FMLA, EEOC, Human Rights Act, I-9 Immigration Law, Worker's Compensation, MN Unemployment, MN Government Data Practices Act, MN State Administrative Procedures) sufficient to interpret and advise HR staff, managers, and supervisors.

Skills

  • Ability to consult with managers and supervisors on performance management issues including disciplinary actions.
  • Experience in coordinating, participating, and facilitating union grievance meetings and responses.
  • Proficiency in planning and conducting employee investigations.
  • Knowledge of pertinent state and federal employment laws.
