L&I Internal only - DOSH Performance Management & Innovation Program Analyst (MA4)
About the Role
This position is available only to current L&I employees. The Washington State Department of Labor & Industries (L&I), Division of Occupational Safety and Health (DOSH) is seeking a strategic, collaborative, and highly organized professional to join the Performance Management & Innovation Program. This role leads complex, division-wide initiatives, connects programs to build collaborative workstreams, modernizes workflows, and turns DOSH's strategic vision into measurable results. The position supports DOSH leadership and the DOSH Steering Committee, working across the division to turn strategic priorities into action.
This is a full-time teleworking position based in Tumwater, WA, with occasional in-office presence required for meetings. Flexible scheduling options (e.g., 4/10s, 9/80s, 5/8s) may be available once fully trained and approved by management.
Responsibilities
- Lead complex, division-wide initiatives that advance DOSH's strategic priorities and improve operational efficiency:
- Serve as a project manager and strategic advisor for high-priority DOSH initiatives.
- Translate strategic priorities into actionable project plans, workstreams, timelines, deliverables, and measurable outcomes.
- Coordinate programs and subject-matter experts to solve complex problems and keep initiatives moving forward.
- Identify risks, barriers, dependencies, and competing priorities, and develop solutions to address them.
- Provide leadership with clear analysis, recommendations, and project updates to support decision-making.
- Connect programs and turn strategy into action:
- Identify opportunities to align programs around shared priorities and build coordinated workstreams.
- Facilitate collaboration, establish roles and responsibilities, and build alignment across programs.
- Develop implementation strategies to turn DOSH's vision and strategic priorities into sustainable results.
- Assess organizational impacts, identify opportunities, and recommend practical solutions.
- Modernize how DOSH works:
- Evaluate processes to identify gaps, redundancies, bottlenecks, and opportunities for improvement.
- Apply continuous improvement and Lean principles to complex organizational challenges.
- Facilitate problem-solving and develop improved processes and workflows.
- Lead change efforts to ensure adoption of new processes, tools, and workstreams.
- Make progress visible:
- Develop and maintain project tracking systems, dashboards, performance measures, and reporting tools.
- Track milestones, deliverables, risks, decisions, dependencies, and outcomes across multiple workstreams.
- Provide clear reporting that shows progress, identifies areas needing attention, and connects projects to larger strategic priorities.
- Lead Steering Committee and stakeholder initiatives:
- Serve as the project manager for the DOSH Steering Committee and its subcommittees.
- Facilitate meetings, coordinate cross-program participation, and prepare executive briefings and decision materials.
- Track strategic decisions, action items, deliverables, and implementation progress.
- Identify issues requiring leadership attention and ensure accountability for commitments.
- Coordinate advisory committees and stakeholder initiatives, including the Construction Advisory Committee, Agriculture Safety and Health Forum, and WISHA Advisory Committee.
- Analyze stakeholder feedback and emerging issues to identify trends, risks, and opportunities for DOSH leadership.
Qualifications
Required:
- Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field and four years of experience conducting research and analyzing policies, laws, rules, or regulations.
- OR a combination of equivalent education and experience conducting research and analyzing policies, laws, rules, or regulations totaling eight years. College-level education will substitute, year for year, for experience. Additional experience will substitute year for year for education.
