The Department of Labor & Industries (L&I) is a diverse state agency dedicated to the safety, health, and security of Washington’s workers. The Insurance Services division administers one of the nation’s premier workers’ compensation programs, serving over 3.8 million employees and 260 000 employers. Within Insurance Services, the Employer Services program maintains industrial insurance accounts for more than 180 000 employers and 2.6 million employees.

The Administrative Regulations Analyst 4 (ARA‑4) is located in the Employer Services Program, Classification Development Unit, and reports to the Administrative Regulations Analyst. The position supports the agency’s ability to identify policy gaps, maintain legally sound program guidance, respond to emerging issues, and preserve consistency across multiple Employer Services programs. These programs directly affect employer rates, worker benefits, incentive payments, compliance, appeals, and the agency’s ability to administer industrial insurance programs accurately.

Responsibilities

  • Build skills to access the Data Warehouse, query data, and create charts and graphs in Hyperion or Excel.
  • Learn the team process for studying risk classifications and complete research projects on various aspects of the classification plan.
  • Write research papers and provide professional, well‑researched, documented recommendations in accordance with Plain Talk principles and other program guidelines.
  • Present professional recommendations verbally and in writing to internal and external partners and stakeholders.
  • Respond to executive managers, stakeholders, Employer Services staff, and internal/external customers on research questions and the interpretation and application of laws and regulations.
  • Recommend appropriate risk classification assignments for the most complex businesses and emerging industries.
  • Gain experience writing and implementing rules under the Administrative Procedures Act, working with the Office of the Code Reviser.
  • Develop legislative bill‑analysis skills and understand the agency’s process and requirements regarding this work.
  • Perform additional duties as needed.

Required qualifications

Either:

  • A master’s degree with a major in public or business administration, journalism, communications, writing, English, or a closely allied field, plus one year of professional, supervisory, or consultative experience writing or evaluating for compliance with departmental standards and legal requirements.
  • A bachelor’s degree with a major in the same fields, plus three years of comparable professional, supervisory, or consultative experience.
  • Additional qualifying experience may be substituted year for year for education.

In addition, candidates must demonstrate:

  • Advanced technical knowledge of and experience applying underwriting laws, rules, policies, and procedures.
  • Strong analytical skills.
  • Strong verbal communication skills, with the ability to explain complex laws, rules, policies, and procedures in plain language.
  • Excellent writing skills and the ability to compose clear, technically correct documents.
  • The ability to take action to learn, grow, and meet the needs of others.

Desired qualifications

  • Knowledge of training practices, curriculum development, delivery methods, and learning‑style accommodations.
  • Project‑management experience from initiation through implementation, focusing on results.
  • Proficiency using the Data Warehouse to query data.
  • Ability to manipulate data into charts and graphs in Hyperion or Excel.
  • Experience writing and promulgating rules under the Administrative Procedures Act and working with the Office of the Code Reviser.
  • Experience analyzing legislative bills and understanding the agency’s legislative process and requirements.

Schedule

Teleworking is one of the work‑schedule options for this position, subject to business needs and supervisor approval. L&I also offers flexible custom work schedules.
