JUNIOR ESTIMATOR / ESTIMATOR

Department: Electric Utility/Engineering

Pay

• Junior Estimator (L - Non-Exempt): $25.64–$39.90/hour
• Estimator (M - Non-Exempt): $27.89–$43.34/hour

Schedule

• Regular, full-time
• Monday–Friday, 8:00 a.m.–5:00 p.m.

Responsibilities

Essential duties for both roles:

• Follow established safety protocols and maintain a “safety first” mentality
• Interact with telephone, gas, electrical, archaeological, environmental, Tribal, State, and BLM right-of-way agents and engineers; frequent public contact
• Apply local, state, and federal electrical codes (NESC, NEC Article 230, Metering and Service Guide, line-extension agreements, safety rules)
• Perform special assignments and related incidental tasks
• Demonstrate strong customer-service skills and build effective working relationships with employees, officials, and the public
• Learn guying techniques and use tables; calculate voltage drops (flicker) for larger motors
• Operate a motor vehicle for department duties; regular attendance is essential

Junior Estimator

• Under supervision, prepare meter spots, estimate overhead/underground extensions, and write work orders specifying materials
• Learn construction standards and procedures to prepare work orders for overhead/underground extensions, street lighting, rerouting, and reconductoring
• Learn minor surveying details and direct small survey crews for pole-line staking
• Obtain right-of-way easements and research properties at the county courthouse

Estimator

• Work independently on assigned tasks and projects under the Engineering Superintendent
• Apply construction standards and procedures to prepare work orders for overhead/underground extensions, street lighting, reconductoring, and rerouting
• Direct small survey crews for pole-line staking and obtain right-of-way easements
• Research properties at the county courthouse
• Train Junior Estimators
• Calculate peak demand from load information to size transformers and secondaries

Requirements

• Subject to the City’s Drug and Alcohol-Free Workplace Program (pre-employment, post-accident, reasonable suspicion, return-to-duty, and follow-up testing)
• Valid driver’s license with acceptable driving record; background check required for external applicants
• Ability to establish and maintain effective working relationships with coworkers, supervisors, City personnel, and the public
• Follow verbal/written instructions, work under stress, meet deadlines, and operate listed tools and equipment
• Strong interpersonal skills to obtain easements and collaborate on complex projects

Junior Estimator

• High school diploma or equivalent and one of the following:
  • Two-year college degree in electrical, mathematical, industrial, business, or related field
  • Combination of education and minimum two years’ industrial/business experience, plus completion of required math courses (one semester each of trigonometry and algebra within two years if not previously taken)
• Familiarity with power-line estimating or assisting in electrical job estimating
• Knowledge of personal computers; experience with AutoCAD or similar software (or ability to learn on the job)

Estimator

• Preferred: High school diploma and associate’s degree in electrical, mathematical, industrial, or related field (one semester each of trigonometry and algebra)
• Five years of experience as an Estimator for an electric utility or five years of progressive experience as a Junior Estimator at Farmington Electric Utility (or equivalent experience with another utility/consultant)
• Comprehensive Staking Technician Certification (GDS Associates/Hi-Line Engineering or comparable program) or ability to obtain it
• Familiarity with NESC and USDA RUS distribution construction standards
• Basic knowledge of surveying techniques and the electrical One Call system
• Experience with Futura or another GIS; proficiency in AutoCAD, ArcGIS, or similar software
• Working knowledge of email, Internet, Microsoft Word/Excel, handheld GPS, laser range finders, digital cameras, and smartphones

Tools and Equipment

• Personal/laptop/mainframe computers and software (AutoCAD, ArcMap, ESRI, email, spreadsheets, word processing)
• Office equipment: copier, calculator, fax, phone, smartphone
• Survey tools: GPS locator, laser range finder, field glasses, marking paint, hammer, wooden stakes
• Safety equipment: H2S detector
• Motor vehicle

Physical Demands

• Stand, sit, and walk for extended periods; use hands/feet to operate tools and controls; reach with arms/hands
• Climb, balance, stoop, kneel, crouch, crawl, and lift/move up to 50 pounds
• Outdoor work in undeveloped areas, construction sites, or challenging terrain; substantial walking
• Vision requirements: close, distance, color, peripheral, depth perception, and ability to adjust focus

Work Environment

• Office setting (quiet) and outdoor environments (remote to busy construction sites)
• Exposure to outside weather conditions (wet/dry, hot/cold), high noise/vibration levels, energized electrical equipment, moving mechanical parts, fumes, airborne particles, toxic chemicals, and electrical shock hazards
