About the Role

Serco is seeking an experienced and enthusiastic junior-level Program Analyst to join our Maritime Engineering Operation (MEO). This role involves assisting in determining updated requirements for standardized documents governing shipbuilding and translating critical requirements into contractual language for Ship Specifications. The MEO team leverages corporate knowledge to conceive, design, construct, support, and evaluate high-performance maritime systems for various customers. You will work within a dynamic, multi-disciplinary team in an integrated design environment, collaborating closely with customers and other Serco teams to deliver high-quality designs on schedule.

Responsibilities

  • Research, compile, and maintain historical U.S. Navy specifications, standards, policies, and supporting technical documentation.
  • Update, consolidate, and prepare NAVSEA specifications and standards in accordance with NAVSEAINST 4120.24A requirements.
  • Review technical documentation for completeness, consistency, formatting, and compliance with established NAVSEA standards and procedures.
  • Coordinate Standards Review Board (SRB) activities, including document routing, stakeholder coordination, comment collection, and resolution tracking.
  • Collect, organize, maintain, and track technical comments, revisions, approvals, and supporting documentation throughout the document lifecycle.
  • Assist Technical Warrant Holders (TWHs) in documenting and organizing requirements in a clear, concise, and standardized format for review and approval.
  • Maintain technical document repositories, databases, and knowledge management systems to ensure accurate and accessible records.
  • Monitor document status, approval progress, and workflow metrics within automated Navy systems and prepare status updates for management review.
  • Verify documentation packages are complete and supporting forms are properly prepared prior to submission through the approval process.
  • Coordinate with TWHs, engineers, program personnel, and stakeholders to facilitate document updates, reviews, approvals, and publication activities.

Requirements

  • U.S. Citizenship.
  • Active or current DoD Secret security clearance.
  • Bachelor’s degree in a related discipline, or an associate’s degree and 2 years of additional experience, or a High School Diploma/GED and 4 years of additional experience.
  • Sound oral and written communication skills, with the ability to clearly articulate information and engage with stakeholders at all levels.
  • Ability to work efficiently with limited supervision after 3 months of training and guidance.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Ability to travel 10% of the time.

Pay

Salary range for this position is provided as a general guideline and represents a good faith estimate across all experience levels. Actual base salary will be determined by factors such as scope of the role, relevant experience, job-related knowledge, education, training, key skills, and geographic market considerations. For roles available in multiple states, the range may vary to reflect differences in local labor markets. Eligible positions may also include annual bonuses or long-term incentive opportunities.
