About the role

The Department of Veterans Affairs requires a qualified contractor to provide all labor, materials, equipment, tools, supervision, transportation, and technical expertise necessary to perform inspections, testing, preventive maintenance, repairs, and emergency response services for Automatic Transfer Switches (ATS) and Isolation Electrical Power Panels at the Dwight D. Eisenhower VA Medical Center, 4101 S 4th Street, Leavenworth, KS 66048. The NAICS Code is 238210 with a Small Business size standard of $19 million. SDVOSB/VOSB vendors must be registered in the SBA VetCert database.

Period of Performance: October 1, 2026 – September 30, 2031

Responsibilities

  • Ensure all ATS units operate safely, reliably, and in accordance with NFPA standards and manufacturer specifications, maintaining full functionality of transfer and retransfer operations, voltage sensing, phase rotation, time delay functions, and ATS battery systems.
  • Ensure proper operation of Line Isolation Monitors (LIMs) and electrical isolation systems per NFPA 99, maintaining accurate, clearly labeled circuits consistent with facility electrical drawings.
  • Restore system functionality rapidly for critical outages with minimal disruption to clinical operations.
  • Ensure all work complies with NFPA 70, NFPA 70B, NFPA 99, OSHA, VA standards, and manufacturer guidelines.
  • Perform and document ATS inspection and maintenance tasks:
    • Visual inspection with photographic evidence.
    • Cleaning of enclosures using manufacturer-approved methods.
    • Infrared thermal scanning with image attachments.
    • Measurement and recording of temperature and torque values using calibrated instruments.
    • Operational testing, documenting pass/fail for: transfer/retransfer, voltage sensing, time delay functions, phase rotation, and ATS battery testing (voltage, load test, specific gravity).
    • Lubrication of components using manufacturer-specified lubricants.
    • Coordinated generator functional testing, including recorded transfer and retransfer times.
  • Perform Isolation Panel inspection and testing:
    • Provide photographic documentation of panel inspections.
    • Test LIMs, verify alarm set points, simulate faults, and document response times.
    • Perform NFPA 99 compliant ground fault testing.
    • Measure voltage, current, and insulation resistance values.
    • Verify labeling accuracy against electrical drawings.
    • Clean interiors with nonconductive tools and record methods.
    • Verify torque values using calibrated instruments.

Deliverables

  • Routine Service Reports (due within 48 hours):
    • Date/time of service and personnel names.
    • Equipment inspected and all measured values.
    • Photos and thermal images.
    • Pass/fail results, deficiencies, and recommended corrective actions.
    • References to NFPA/manufacturer standards.
  • Emergency Repair Reports (due within 24 hours):
    • Issue description, corrective actions, parts replaced, test results, and verification of restored operation.
  • Annual Executive Summary (due within 30 days):
    • Overview of system condition, recurring deficiencies, reliability trends, and recommended upgrades or corrective projects.

Requirements

  • Contractor personnel must:
    • Maintain valid Kansas electrical licensing.
    • Have documented experience with ATS and healthcare isolation power systems.
    • Complete annual VA privacy, security, and safety training.
    • Pass VA background checks (VAAR 852.237-70).
    • Use calibrated testing instruments.
    • Wear VA-issued identification badges.
  • Comply with VA safety regulations, OSHA regulations, NFPA standards, and VA infection control procedures.
  • Non-conforming performance may result in:
    • Notice of Concern
    • Corrective Action Request
    • Cure Notice in accordance with FAR 49.607
