ITAR Technology Control Officer & Empowered Official (Hybrid)
About the role
You will serve as IFED's formally delegated Empowered Official and Technology Control Officer, the named individual accountable for the Technology Control Plan under DCSA FOCI-mitigation requirements and for the full ITAR and EAR compliance posture across IFED operations. IFED (ILIAS Federal Solutions, Inc.), the U.S. entity of ILIAS Solutions and part of the Patria Group, operates under a DCSA FOCI-mitigation agreement that requires one named authority who can attest to the TCP and answer directly to the Board's Government Security Committee.
Responsibilities
- Own and govern the IFED Technology Control Plan end-to-end: policy, oversight, assurance, Board reporting, and annual attestation to the GSC under DCSA FOCI guidance.
- Carry the trade-compliance mandate under AECA and ITAR across IFED operations; ensure compliance with BIS and DDTC regulations and guidance, including classifications, export authorizations, exemptions and exceptions.
- Define control requirements for the BISO to implement and monitor; review access-control matrices, audit logs and assurance evidence, and challenge implementation where evidence falls short, access decisions on ITAR-controlled data carry your authority.
- Report to the IFED Government Security Committee on all ITAR and EAR matters; execute projects under guidance of the GSC, President IFED, FSO and BISO; publish and attest to U.S. program and TCP annual reports.
- Investigate and document program and TCP violations, gather required information, and sign off on required compliance reports; revoke account access and licenses following required actions per applicable policies.
- Lead cross-functional compliance coordination across client, project and information-security teams; investigate and document reports of lost or stolen IFED devices, documents or data in collaboration with IFED Security Officers.
Requirements
- U.S. citizenship and the ability to obtain and maintain the required U.S. government personnel security clearance, as mandated by applicable law and national-security agreements.
- Substantial ITAR and EAR experience applying both regimes in a defense, aerospace, technology or similarly regulated environment, including practical work with controlled technical data, export authorizations, classifications, exemptions/exceptions, and compliance investigations.
- Governance-level security program experience: planning, developing and evaluating security program policies, goals and objectives, with the authority to direct and coordinate technology-control and trade-compliance program activities.
- Working knowledge of information-security controls sufficient to review access-control matrices, audit logs and assurance evidence, and to challenge implementation where evidence does not meet the standard.
- Board and regulator-facing communication skills: the judgment and credibility to convey complex compliance positions to boards, government regulators and operational teams, and to hold a defensible position under commercial pressure.
Qualifications
Nice to have: Prior formal standing as Empowered Official, FSO or TCO, or direct experience in a DCSA-supervised or FOCI-mitigated environment. ECoP® (EAR/ITAR) certification, or an ISC2-path certification (SSCP, CISSP or ISSEP). Relevant educational background in business administration, criminal justice, legal studies or information security, or an equivalent pathway through military service, defense-industry security or vocational training.
