IT SPECIALIST (SYSADMIN/NETWORK)

Duties

  • Serve as an IT Specialist (SYSADMIN/NETWORK) in the Unified Atlantic Regional Network Operations Center (UARNOC) Division (N32), Operations Department (N3), at Naval Computer and Telecommunications Area Master Station (NCTAMS).
  • Provide Tier II support in the UARNOC and establish/maintain connectivity between sites.
  • Resolve technical issues escalated by the Tier I Watch, including hardware and software components installed in the UARNOC dealing with interface and interoperability problems.
  • Plan, schedule, and install new program of record (POR) and non-POR systems installations and upgrades.
  • Assist with coordinating Authorized Service Advisories with the Command tactical planners and assist the installer with completing the System Verification and Operations Test (SOVT).
  • Manage and maintain systems across multiple hardware and software platforms.
  • Configure and optimize network servers, hubs, and switches.
  • Manage accounts, network rights, and access to systems and equipment.
  • Maintain documentation and develop Standard Operating Procedures (SOPs) for UARNOC systems.
  • Implement and execute security procedures and manage and administer security tools.

Requirements

  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This is a Cyberspace Workforce position, work role code 451, proficiency level INTERMEDIATE. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Applicants must have directly applicable experience demonstrating the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the following competencies:

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    • Examples: Maintaining systems across multiple hardware and software platforms.
  • Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations.
    • Examples: Providing Tier II customer support for coalition networks.
  • Oral Communication - Expresses information effectively, makes clear and convincing oral presentations, and listens to others.
    • Examples: Providing training to Tier I support personnel on systems.
  • Problem Solving - Identifies problems, determines accuracy and relevance of information, and uses sound judgment to generate and evaluate alternatives.
    • Examples: Resolving technical issues including hardware and software components installed and dealing with interface and interoperability.

In addition to the competencies above, the following experience is required for each grade level:

GG-09 (Entry/Developmental Level)

  • Experience collecting data using standard tools to track, analyze, and report vulnerabilities and provide compliance reports to the Information Assurance Department.
  • Experience utilizing network health tools to measure network effectiveness, identify trends, and support fault isolation.
  • Experience assisting with safeguarding networking systems against malicious code and denial-of-service attacks.
  • Experience collaborating with supervisors to develop and maintain technical and operational policies for personnel management.

GG-11 (Full Performance Level)

  • Experience identifying and resolving issues and performing necessary maintenance, installation, testing, and configuration of network systems.
  • Experience executing systems administration methods and procedures to monitor and troubleshoot system availability.
  • Experience utilizing diagnostics tools to analyze problems and adjust, modify, and recover network connectivity.
  • Experience developing backup procedures and recovering systems in the event of hardware or software failure.

Education

Applicants may substitute education for the required experience, provided it demonstrates the necessary knowledge, skills, and abilities:

GG-09

  • Successfully completed a master's or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or a degree that provided a minimum of 24 semester hours in one or more of these fields and required the development or adaptation of applications, systems, or networks.
  • Successfully completed 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in the fields listed above.

GG-11

  • Successfully completed a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
  • Successfully completed 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in the fields listed above.
  • Graduate education that provided a minimum of 24 semester hours in one or more of the fields listed above and required the development or adaptation of applications, systems, or networks.

Pay

  • GG-09: $68,545 - $89,114
  • GG-11: $75,278 - $97,867

  • This position is covered by the Department of Defense Priority Placement Program.
  • Several vacancies may be filled.
  • Call back and emergency overtime may be required.
  • Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ).

  • This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
