IT SPECIALIST (ENTERPRISE ARCHITECTURE)

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does not convey eligibility to be converted to the Competitive Service. It is identified as necessary to carry out and support the mission of the US Cyber Command, classified in the Professional Work Category at the Expert Work Level within the CES Occupational Structure, and located in the DISA ACQC/TRANSPORT.

Responsibilities

  • Leads the development and adoption of automation, data analytics, and artificial intelligence across the Defense Information Systems Network (DISN) Operational Support System (OSS) enabling the command and control of the DISN.
  • Manages and coordinates the overall DISN technology framework and technical leadership supporting data on-boarding and storage, analytics and machine learning, capability delivery, and multi-platform federation.
  • Leads the long-range planning and development of network management strategy for adoption and integration of vendor-specific tooling supporting the command and control of the DISN.
  • Researches and evaluates network management tools and integration into the data architecture framework supporting the automation and modernization of the DISN OSS.

Requirements

  • Must be a U.S. Citizen.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • This national security position requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • In accordance with the DoD 8140 policy series, the position requires completing Foundational Qualifications in 9 months and Residential Qualification requirements overall in 12 months.
  • This is a drug-testing position.

Qualifications

To qualify for this position, you must meet the following requirements:

  • Attention to Detail: Experience reviewing your own information technology-related work or data and responsibility for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
  • Customer Service: Developing and maintaining relationships with customers, anticipating and assessing current and future IT needs, and developing or identifying IT products or services tailored to meet those needs.
  • Oral Communication: Briefing senior-level management and IT staff on the status of IT systems, projects, or daily operations, including communicating complex technical information to a non-technical audience.
  • Problem Solving: Identifying alternatives to address unique, highly complex, or sensitive IT-related issues, anticipating problems, and evaluating potential sources of information to generate solutions.

Qualifying Experience: To qualify at the GG-15 level, your resume must describe at least one year of experience demonstrating the competencies necessary for immediate success. Experience includes:

  • Demonstrating data management techniques, including ingestion, orchestration, governance, and security for both streaming and static data.
  • Serving as the organization's Subject Matter Expert (SME) on end-to-end computing architectures, spanning cloud, networking, provisioning, and management.

Volunteer experience, including work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations, may be credited. Candidates must describe how they meet the qualifying experience within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement. Combination of education and experience is not applicable for this position.

Education

There is no substitution of education for the qualifying experience at the GG-15 grade level.

  • This position is in the Excepted Service and does not convey eligibility to be converted to the Competitive Service.
  • A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
  • Telework availability will be based on mission requirements and supervisory determination.
  • Individuals tentatively selected for drug-testing designated positions will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
  • This is a Critical Acquisition Position (CAP). Upon entry, the incumbent must complete and sign DD Form 2888, Critical Acquisition Position Service Agreement, unless waived by the appropriate official.
  • Some travel may be required in accordance with the Joint Travel Regulations.
  • Moving costs may be paid.
  • Recruitment, relocation, or retention incentives may be authorized.
  • The Department of Defense (DoD) policy on employment of annuitants will be used in determining eligibility.
  • Veterans' Preference will be applied to preference-eligible candidates in accordance with procedures provided in DoD Instruction 1400.25, Volume 3005.
