The Team You'll Work With

The Mayor’s Office of Environmental Coordination (MOEC) manages New York City’s environmental review process under SEQRA. MOEC reviews environmental analyses for projects where the Mayor’s Office is the lead agency, including those sponsored by the New York City Economic Development Corporation. MOEC also maintains the CEQR Technical Manual and serves as the City’s liaison to State and Federal agencies on environmental matters. The MOEC oversees the City’s Capital Green Building Laws (GBL), requiring City buildings to meet certain green building standards.

The Problems You'll Solve

The position involves developing and implementing a new database to help City agencies efficiently manage their environmental review processes and maintain the necessary environmental review documents. The Business Analyst will perform functional and non-functional requirements analysis, review system workflows, revise requirement documentation, write requirement specifications, coordinate quality assurance activities, and work closely with IT development teams, project teams, and vendors. They will also manage daily system operations and ticketing workflows, oversee user onboarding, and provide expert troubleshooting for technical escalations.

About You

You are a Business Analyst with at least three years of experience, including managing and leading QA activities on a project, database analysis and validation, familiarity with SQL, and a strong working knowledge of SDLC, Agile/Iterative project management, user/system/functional requirements development, and user acceptance testing. You are a team-oriented professional who communicates and collaborates with multiple City agencies to support a new database for efficient environmental review process management. Your communication and writing skills support user interviews, training, and workshops, and your ability to evaluate information and distinguish user needs is essential. You manage daily system operations and ticketing workflows, oversee the user-onboarding lifecycle, and provide expert troubleshooting for technical escalations.

Minimum Qualifications

  • A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication, or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain;
  • An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication, or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain;
  • A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain;
  • Education and/or experience which is equivalent to "1", "2", or "3" above.

Preferred Skills

  • Bachelor's in Information Systems (IS), Information Technology, Data Analytics / Business Analytics, or Computer Science (focus on analytics and business processes);
  • 3+ years of experience as an IT Business Analyst;
  • 3+ years of proven experience managing and leading QA activities on a project;
  • 3+ years of experience in database analysis and validation, must be familiar with SQL and Power BI;
  • Strong working knowledge of software development life cycle (SDLC), Agile/Iterative project management, user/system/functional requirements development, and user acceptance testing is a must;
  • 3+ years of experience in test script execution and defect reporting;
  • Experience (UX) design knowledge, cloud computing knowledge, conflict resolution and negotiation skills, and exposure to Scrum methodologies;
  • Experience in data clean-up and conversion, migration of legacy applications and data to new platforms;
  • Extensive experience in functional, regression, system integration (SIT), UAT, graphical user interface (GUI), security, and performance/stress testing data-validation, browser, and Operating System (OS) compatibility testing;
  • Proficient in Microsoft Dynamics CRM/PowerApps.
