Responsibilities
- Provides senior level technical and organizational leadership for technology projects that deliver technology advancement within the Washington State Patrol and its partners.
- Delivers business value to the agency, divisions, and citizens while incorporating new technology into business practices.
- Uses effective project management, relationship management, contract and vendor management, and release and organizational change management to successfully complete assigned projects.
- Integrates federal, state, and agency policies while planning and implementing information technology and data systems.
- Works with the Executive Sponsor(s) and senior technology leadership on technical project deliverables, resources, budget and technology performance.
- Develops key metrics required to monitor the success of implementation while working with the business divisions to ensure goals are also met.
- Develops a technology roadmap with division commanders.
- Educates and includes executive and project sponsors in the relationship with the OCIO.
- Identifies and engages appropriate participants in funding and support processes.
- Identifies, arranges for, and tests alternate work and operational locations required to support essential systems.
- Applies the incident command system and other techniques to the ITD and ESD recovery and response plan.
- Evaluates products and technologies.
- Writes and administers assigned procurements according to the process and rules established by state policy, standards, and agency policy.
- Ensures vendors are producing deliverables on time and with the level of quality.
- Reports contract status and remaining value to the project sponsor, contract professional, or project management office.
Qualifications
- Required Qualifications (Senior/Specialist): Eight years of in Information Technology (IT) project management. Education related to Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), Business Administration or other closely related field may substitute experience year for year.
- Competency in Microsoft Office (Word, PowerPoint, Excel), Microsoft Visio, and Microsoft Project.
- Required Qualifications (Journey): Three years of progressive experience practicing the methodologies and principles of project management. Experience providing service, resolving complex or sensitive issues while maintaining confidentiality. Proven ability to build relationships and work collaboratively with internal and external customers. Practical experience using a variety of project management tools, such as Microsoft Project and Visio; organization tools such as Microsoft Excel, Trello, or Padlet; and virtual platforms such as Microsoft Teams or Zoom.
