About the Role

The IT Platform Administrator acts as a liaison between the business and technical resources by ensuring the availability and successful operation of applications for users. This individual will demonstrate a high level of responsibility and consistency by timely monitoring, responding, and troubleshooting incidents, installing, upgrading, and maintaining application currency. The role focuses on empowering users through self-service and automation, performing periodic audits, and maintaining application compliance while advocating for stakeholders and platform best interests.

Responsibilities

  • Installs, configures, troubleshoots, patches, and maintains enterprise software platforms to achieve reliable, highly available, well-performing systems.
  • Conducts testing, systems troubleshooting, performance optimization, and maintenance of applications.
  • Monitors system uptime and performance, ensuring recoverability within negotiated stakeholder specifications.
  • Manages user and system accounts, network rights, and access to integrated systems aligned with organizational and regulatory policies.
  • Collaborates with cross-functional teams, developers, QA personnel, and business teams to triage, troubleshoot, and resolve incidents.
  • Documents resolution of problem tickets, including root cause analysis, and maintains all documentation per standards to comply with change management controls.
  • Participates in on-call production support rotation, including off-hours.
  • Provides feedback regarding release documentation to Release Management and development teams.
  • Leverages the organization’s support ticketing system to analyze operational procedures, identify issues, and create effective resolutions.
  • Supports the organization’s mission and values, adhering to corporate policies and maintaining member privacy.

Level II Responsibilities (in addition to Level I)

  • Proactively identifies system risks or issues and provides recommendations for growth, improvements, upgrades, and other system activities.
  • Acts as a subject matter expert to determine business requirements for maintaining and improving application software functionality.
  • Coordinates with vendors to stay informed of application functionality changes and reviews new software releases for impact.
  • Generates ideas for new and improved technology use based on business, product, and systems knowledge.
  • Defines and implements processes to maintain application security and participates in creating organizational standards.

Level III Responsibilities (in addition to Level II)

  • Serves as a subject matter expert across a wide range of software components, systems, and vendors.
  • Mentors less experienced team members and participates in complex troubleshooting of application issues.
  • Researches and recommends new technologies, considering organizational risks and strategic direction.
  • Leads meetings, develops agendas, and facilitates presentations to ensure effective application deployment and utilization.
  • Develops training, communication, and process documentation.

Level IV Responsibilities (in addition to Level III)

  • Acts as a trusted advisor to the leadership team and leads business-critical project efforts for applications.
  • Emphasizes technology cost optimization when designing and recommending new solutions.
  • Provides mentorship to technical staff at all levels and leads internal strategic efforts.

Requirements

  • Associate’s degree in Computer Science, Information Technology, Management Information Systems, Business, Analytics, or a relevant field. In lieu of a degree, three (3) years of related work experience is required.
  • Basic knowledge of structured systems analysis and design, with an emphasis on systems administration, user support, project management, data integrity, and data gathering techniques.
  • Basic knowledge of relevant operating systems (Linux and/or Windows).
  • Basic knowledge of programming/scripting languages (PowerShell, Python, Bash, SQL, and/or others).
  • Basic knowledge of relational database management systems (Oracle, SQL Server, AWS Redshift, and/or others).
  • Basic knowledge of cloud platforms (Azure, AWS, Salesforce, Pega, and/or GCP).
  • Basic knowledge of monitoring tools, load balancers, high availability architectures, and ITIL process frameworks (Incident, Problem, Change, and Service Level Management).
  • Basic skills in quality principles, including root cause analysis and technical problem-solving.
  • Basic knowledge of source control processes, tools, and Agile development methodologies.
  • Intermediate communication skills (written and verbal) and ability to work independently while managing multiple tasks and deadlines.

Level II Requirements (in addition to Level I)

  • Bachelor’s degree in a related field preferred.
  • Intermediate knowledge of operating systems, scripting languages, and database management systems in distributed environments.
  • Intermediate experience with computing resource management and optimization.
  • Basic knowledge of content store application administration (e.g., FileNet Content Manager, Content Manager On Demand, Alfresco, Data Lakes).
  • Intermediate knowledge of content integration application administration (e.g., Content Navigator, WebSphere Application Server, Microsoft IIS, Web Services).
  • Intermediate knowledge of ETL tools (e.g., Informatica, Azure Data Factory, Databricks, AWS Glue).
  • Intermediate knowledge of Active Directory or application-based security roles, including Role-Based security practices.
  • Intermediate knowledge of security, compliance, and audit policies/procedures.
  • Intermediate experience in Disaster Recovery and supporting Application Development initiatives.
  • Intermediate experience in SDLC (S2E) and DevOps practices.
  • Intermediate experience in developing process and training documentation and facilitating presentations.

Level III Requirements (in addition to Level II)

  • Advanced experience in applications and application integration tool administration.
  • Advanced knowledge of technologies outside of core administration job functions.
  • Advanced experience in Disaster Recovery.
  • Advanced skills in setting strategic vision aligned with business objectives.
  • Advanced experience in securing enterprise platforms on-premises, in Azure, AWS, or application-based security roles.
  • Advanced experience in SDLC (S2E) and DevOps practices.
  • Advanced experience in presenting technical information to stakeholders at all organizational levels.
  • Intermediate Health Insurance experience preferred.

Level IV Requirements (in addition to Level III)

  • Expert knowledge from an organizational technology perspective and recognized as a senior-level team member.
  • Expert knowledge of technologies related to core administration job functions.
  • Intermediate competency in team leadership, facilitation, and project leadership.
  • Advanced degree preferred.

Physical Requirements

  • Ability to work prolonged periods sitting and/or standing at a workstation using a computer and keyboard.
  • Ability to travel across the Health Plan service region for meetings and/or trainings as needed.
  • Ability to work in a home office for continuous periods for business continuity.
  • Participation in on-call production support rotation, including off-hours.

Pay

Compensation ranges for each level are as follows:

  • Level I: $60,410 - $84,000
  • Level II: $60,410 - $106,929
  • Level III: $79,068 - $142,322
  • Level IV: $87,766 - $157,978
  • Actual salary will vary depending on factors including budget, prior experience, knowledge, skills, and education, as well as internal equity.
