IT CYBERSECURITY SPECIALIST (INFOSEC)

This position is in the Cyber Excepted Service (CES) under 10 USC 1599f and does not convey eligibility for conversion to the Competitive Service. It supports the mission of the US Cyber Command and is classified as Professional Work Category at the Senior Work Level within the CES Occupational Structure, located in DCDC - Cyber Defense Command - R/SI.

Responsibilities

• Use data collected from cyber defense tools (e.g., IDS alerts, firewalls, network traffic logs) to analyze events and mitigate threats.
• Perform assessments of systems and networks to identify deviations from acceptable configurations, enclave policy, or local policy.
• Conduct all types of testing and provide technical support for large system tests.
• Explore next-generation security technology as part of the evolving technical design of the Department of Defense Information Network (DODIN) and its security components.
• Provide educated recommendations on security technologies, service improvements, budgetary estimations, and similar activities.
• Communicate orally and in writing to provide specific information concerning systems issues with vendors, customers, and management.

Requirements

• Must be a U.S. Citizen.
• Males born after 12-31-59 must be registered or exempt from Selective Service.
• This national security position requires a favorable suitability review and security clearance. Failure to maintain security eligibility may result in termination.
• Must complete Foundational Qualifications within 9 months and Residential Qualification requirements within 12 months in accordance with the DoD 8140 policy series.
• Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
• Subject to initial and random drug testing.

Qualifications

For the GG-13 level, applicants must demonstrate the following competencies:

• Attention to Detail: Experience reviewing IT-related work or data to ensure accuracy, completeness, and consistency with standards.
• Customer Service: Experience maintaining relationships with customers, assessing IT needs, and developing tailored solutions.
• Oral Communication: Experience briefing mid-level management and IT staff on system status, projects, or daily operations, including technical information for non-technical audiences.
• Problem Solving: Experience identifying alternatives to address complex IT-related issues by gathering and applying information from multiple sources.

In addition to the basic requirements, qualified applicants must possess:

• One year of specialized experience equivalent to the GS-12 level in the federal service, demonstrating the ability to perform the duties of the position.
• Qualifying experience includes:
  • Executing Risk Management Framework (RMF)/Authorization to Operate (ATO) activities such as security control assessment, POA&M management, or continuous monitoring.
  • Operating cyber defense tools such as Security Information and Event Management (SIEM) or Intrusion Detection/Prevention Systems (IDS/IPS).
  • Performing duties such as cyber defense trend analysis, malicious activity analysis, incident response, threat hunting, vulnerability management, forensic analysis, or evaluating cybersecurity policies and security controls.

Volunteer experience, including work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations, may be credited. Candidates must describe how they meet the qualifying experience in their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Education

There is no substitution of education for the qualifying experience at the GG-13 grade level.

• Salary includes a Targeted Local Market Supplement (TLMS) per Section 1599f of Title 10 U.S.C. and DoD Instruction 1400.25, Volume 3006.
• A three-year trial period may be required if you have not previously completed one in the excepted or competitive service.
• Telework availability is based on mission requirements and supervisory determination.
• Recruitment, relocation, or retention incentives may be authorized.
• This position is covered under DoD Manual 8140 and subject to future Cyber Workforce requirements.
• Veterans' Preference will be applied to eligible candidates in accordance with Section 2108 of Title 5 U.S.C. and DoD Instruction 1400.25, Volume 3005.
