IT CYBERSECURITY SPECIALIST (INFOSEC)

This position is in the Cyber Excepted Service under 10 USC 1599f and does not convey eligibility for conversion to the Competitive Service. It supports the mission of the US Cyber Command and is located in the DISA - HC/Product Management Office.

Responsibilities

• Oversee the cybersecurity program of an information system or network and its implications within the organization, program, or other areas of responsibility, including strategic, personnel, infrastructure, requirements, and resources.
• Develop cyberspace plans, strategy, and policies and procedures to support and align with organizational cyberspace missions and initiatives.
• Ensure information systems reliability and accessibility and prevent and defend against unauthorized access to systems, networks, and data.
• Provide advice and guidance in implementing IT security policies and procedures in the development and operation of network systems.
• Conduct risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs.

Requirements

• Must be a U.S. Citizen.
• Males born after 12-31-59 must be registered or exempt from Selective Service.
• This national security position requires a favorable suitability review and security clearance. Failure to maintain security eligibility may result in termination.
• Must complete Foundational Qualifications in 9 months and Residential Qualification requirements in 12 months per DoD 8140 policy series.
• May require working an alternative or shift work schedule.
• May require physical reporting to the workstation in certain situations.
• May be required to be on standby or recall status and carry a mobile device for direct recall to duty.
• Drug testing is required for this position.

Qualifications

To qualify, applicants must meet the following requirements:

Basic Requirements

Applicants must possess either education or IT-related experience demonstrating the following competencies:

• Attention to Detail: Experience reviewing IT-related work or data for accuracy, completeness, and consistency with standards.
• Customer Service: Experience providing information about IT products/services or delivering standard/routine services to address IT needs.
• Oral Communication: Experience informing supervisors or IT staff about system status, projects, or operations, including explaining technical information to non-technical audiences.
• Problem Solving: Experience addressing IT-related issues by gathering information from standard sources to identify solutions.

Education

For GG-09:

• A master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management (with at least 24 semester hours in these fields).

For GG-11:

• A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to a Ph.D. in the fields listed above.

For GG-12:

• No substitution of education for experience at this level.

Foreign education must be evaluated by the National Association of Credential Evaluation Services (NACES).

Experience

GG-09: One year of experience assisting in risk and vulnerability assessments, promoting security awareness, and preparing reports of findings under supervision.

GG-11: One year of experience facilitating and coordinating risk and vulnerability assessments, promoting security awareness, and preparing reports with limited supervision.

GG-12: One year of experience independently facilitating and coordinating risk and vulnerability assessments, promoting security awareness, and preparing reports.

Volunteer experience (e.g., Peace Corps, AmeriCorps) may be credited if it demonstrates relevant competencies.

• This position is in the Excepted Service and does not confer eligibility for conversion to the Competitive Service.
• Salary includes a Targeted Local Market Supplement (TLMS) per 10 U.S.C. 1599f and DoDI 1400.25, Volume 3006.
• A three-year trial period may be required if not previously completed in federal service.
• Management may select at any grade level (GG-09, GG-11, or GG-12).
• Promotion to the target position is possible without further competition if eligible and recommended by management.
• Telework availability is mission-dependent and at supervisory discretion.
• Recruitment, relocation, or retention incentives may be authorized.
• This position is subject to DoD Manual 8140 and future Cyber Workforce requirements.
