About the role

The U.S. Attorney's Office for the Southern District of New York prosecutes violations of federal laws and represents the interests of the United States government and its agencies in criminal and civil matters. The Office investigates and prosecutes a broad array of criminal conduct of every conceivable magnitude, even when the conduct arises in distant places. The Investigative Analyst provides investigative analysis related to legal matters and joins a well-respected team supporting the U.S. Attorney's Office, Southern District of New York, in New York, New York, focusing on investigative support, legal support, and intelligence.

Responsibilities

• Create charts, graphs, videos, and other related materials for use in investigations, motions, and at trial.
• Capture cloud data, including websites, social media accounts, email accounts, and other sources of online data.
• Interpret call detail records.
• Direct or assist investigators in tracing leads, gathering information, and other records related to the transactions, events, or allegations under investigation.
• Testify in court regarding cell phone, social media, and other investigative analysis.
• Serve as a direct liaison and the focal point for agency personnel engaged in cell phone and social media analysis.

Requirements

Conditions of employment:

• Must be a United States Citizen or National.
• Males born after 12/31/59 must be registered or exempt from Selective Service.
• Federal employees must have salary payments made by direct deposit.
• Initial appointment is conditioned upon a satisfactory pre-employment adjudication, including fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
• A probationary period may be required.

• Must meet all qualification requirements by the closing date of the announcement.

Qualifications

Minimum Qualifications: To qualify at the GS-11 level, you must demonstrate specialized experience equivalent to the GS-09 level performing at least three of the following duties:

• Conduct criminal investigative analyses of data to identify leads, patterns, trends, subject profiles, or case findings.
• Use software such as Penlink, Geotime, Cellebrite, and related investigative software to analyze digital evidence or search-warrant returns, including mobile-device extractions, call-detail records, cell-site and GPS data, subscriber records, or social media evidence.
• Conduct reviews of voluminous amounts of data from investigative reports, search warrant returns, and databases to identify investigative leads.
• Collaborate with federal prosecutors or law enforcement personnel to develop investigative strategies for grand jury, motions, trial, or other court proceedings.
• Prepare reports, maps, charts, graphs, videos, or other presentations to orally present analytical findings and/or testify in court regarding investigative methods, analyses, conclusions, or results.

OR successful completion of one of the following types of education in a related field (law enforcement, forensic science, communications, criminal justice, business administration, psychology, or homeland security):

• A Ph.D. or equivalent doctoral degree;
• Three full years of progressively higher-level graduate education leading to such a degree; or
• Possession of an LL.M. degree.

Graduate-level education must demonstrate the competencies necessary to do the work of the position. You must submit college transcripts.

OR a combination of the above-described graduate education and specialized experience. Only graduate-level education in excess of the first two years can be used in this calculation. To calculate your percentage of graduate education, divide the total number of your excess graduate semester hours by 18 (or your school’s definition of one year of graduate study). To calculate your percentage of specialized experience, divide the total number of months of qualifying experience by 12. The sum of the percentages must equal at least 100%. You must submit college transcripts.

In describing your experience, be clear and specific. Experience refers to paid and unpaid experience, including volunteer work through National Service programs and other organizations.
