About the role

The Iowa Department of Health and Human Services (HHS) is seeking an Internal Auditor to audit processes and programs of the Department of Health and Human Services under the direction of the Internal Audit Bureau Chief.

This position will conduct internal audit activities in accordance with the International Standards for the Professional Practice of Internal Auditing and the Code of Ethics of the Institute of Internal Auditors. Audit services must be impartial, unbiased, free of conflicts of interest, and independent in fact and appearance.

Responsibilities

  • Conduct comprehensive reviews of department processes or programs to evaluate fundamental business practices, ensuring adequate internal controls as well as operational efficiency and effectiveness.
  • Measure adherence with department and executive branch policies and procedures, state and federal laws and regulations, program guidelines, and grant or contract requirements.
  • Investigate facts and circumstances of possible fraud or misappropriation of the organization's assets.
  • Develop audit objectives and work plans; collect and analyze information according to the work plan, including research and interviews.
  • Develop audit findings and recommendations based on analysis, draft reports, and review work papers for accuracy.
  • Advise department management and employees on developing internal controls in support of the department's risk management plan.
  • Recommend actions to ensure compliance with state and federal laws and regulations, program guidelines, and grant or contract requirements.
  • Provide support in designing more effective compliance and enforcement activities as well as improved department operations.
  • Assist the Internal Audit Bureau Chief and Chief Audit Executive in executing the annual department risk assessment and developing the department's annual internal audit plan.
  • Conduct special studies as assigned by the Internal Audit Bureau Chief and/or Chief Audit Executive.

Requirements

Applicants must meet at least one of the following minimum requirements to qualify for this position:

  • Graduation from an accredited four-year college or university with a degree in any field, and five years of full-time work in investigative or closely related work involving:
    • Preparing interpretative or administrative orders, rules, or regulations which have the effect of law; or
    • Interpreting and enforcing federal or state laws governing health care administration; or
    • Quality assurance review to determine, through internal audit or analysis, the level of compliance with program requirements; or
    • Drafting, negotiating, or examining contracts or related documents required for organizational operations.
  • Graduation from an accredited four-year college or university with a degree in any field, and five years of full-time, professional-level work involving the interpretation and enforcement of federal and state laws or department policies and procedures, or quality assurance review as determined through internal audit or analysis of compliance with program requirements.
  • Graduation from an accredited school of law and two years of full-time work as described above or in the practice of law.
  • A total of nine years of education and/or full-time experience (as described above), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes two years of full-time management/supervisory work in the interpretation and enforcement of federal and state laws or department policies and procedures, or quality assurance review.
  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Compliance Officer 1.
