About the role

The Director is accountable to the Associate Vice-President, Continuing Education for the effective leadership, implementation and management of Saskatchewan Polytechnic Continuing Education initiatives. This includes implementing policies, guidelines, processes and practices that govern all aspects of Saskatchewan Polytechnic Continuing Education. The Centre for Continuing Education exists to help Saskatchewan prepare for and respond to the changing nature of work in an era of unprecedented change and disruption. We focus on ensuring Saskatchewan’s future workforce has the skills required to meet the challenges and opportunities that are here now and will arrive in the future. We help professionals, employers and people looking for a career change to be resilient in the face of transformation and gain the skills they need to adapt and succeed in the workforce. The Centre for Continuing Education brings together our internal expertise to advance professional development programs, corporate training and micro-credential offerings. Courses are market-driven and consistently updated to reflect emerging trends and best practices. The Director is accountable for the provision of direct supervision and support to a team of Continuing Education Consultants in implementing program and course delivery, maximizing Saskatchewan Polytechnic’s responsiveness to various funded and revenue generating initiatives, while ensuring a regional planning approach, optimal student accessibility to programs and effective funding utilization. Working in partnership with the Ministry of Immigration and Career training, ESDC and other government departments as a direct liaison are important relationships to be maintained; as is working cooperatively with deans and their schools’ faculty and staff in order to ensure Saskatchewan Polytechnic programs may participate in various types of private or government funded initiatives.

Accountabilities

Academic Leadership/Administrative Leadership

  • Ensures the quality of the School of Continuing Education activities by collaboratively developing, implementing and monitoring sound policies, processes, guidelines and procedures.
  • Ensures consistency of execution and facilitates the development of policies and institutional forms in the Program Operating Procedures (POP) manual related to the Centre for Continuing Education.
  • Provides business analytics of the centre’s activities through methodical exploration of data, emphasizing statistical analysis related to performance.
  • Oversees the strategic direction, business modeling, calendar development, budget and analysis of the centre’s initiatives.
  • Enhances Saskatchewan Polytechnic’s continuing education opportunities by providing coordination and advice and acting as a point of contact in areas of part-time studies (face to face and online).
  • Assists with negotiations for programming issues and agreements while remaining current with priorities and plans.
  • Develops and coordinates elements of the Multi-Year Business Plan to be implemented by Saskatchewan Polytechnic.
  • In collaboration with Deans, schools and other departments, assists with implementing actions, obtaining budget funds and implementing initiatives that support the institutional goals and strategy.
  • Maintains currency with instructional methods, educational technologies, trends in continuing education, issues and concerns, and deals effectively with problems.
  • As a member of the Centre for Continuing Education, contributes to the Centre’s operational effectiveness and policy development by actively participating in a wide range of strategic and operational decisions.
  • Assists with identifying training needs within the Saskatchewan Polytechnic’s geographical regions and facilitates developing an appropriate response.
  • Manages within the provisions of the collective bargaining agreements and applies those provisions appropriately.

Strategic Planning

  • Develops and directs the implementation of the strategic goals and objectives for the Centre for Continuing Education initiatives through collaboration, assistance and support of Saskatchewan Polytechnic’s management, academic and professional services staff.
  • Provides tracking and analysis related to the Centre for Continuing Education budgets, revenue generation and brokerage needs and delivery.
  • Maintains a high level of performance through facilitating effective training, developing, and motivating of the Centre for Continuing Education employees.
  • Researches education and skills training needs and appropriate professional development opportunities for the Centre for Continuing Education faculty and staff.

Relationship Management

  • Internal: Creates and grows external partnerships and relationships. Establishes, cultures and manages effective relationships within Continuing Education and internal stakeholders. Maintains linkages with the International Education division.
  • External: Establishes, cultures and manages effective relationships and external partnerships with external stakeholders including government organizations, regional colleges, DTI and SllT. Represents Saskatchewan Polytechnic to other Educational Institutes, and public and private funding agents. Represents Saskatchewan Polytechnic on national, provincial, departmental and regional committees as required.

People Management

  • Manage human resources of program areas through the employee life cycle reflecting the values of Saskatchewan Polytechnic.
  • Foster an organizational environment that encourages personal productivity, job satisfaction and the professional growth of faculty and employees in the program areas, including group and personal development plans.
  • Foster a culture of organizational safety and security.
  • Maintain a high level of staff performance through effective use of human resources practices and procedures including recruitment, selection, orientation, training, probationary reviews, motivating and assessing program faculty and employees.
  • Establish clear performance standards and goals for direct reports and hold them accountable for meeting standards and goals.
  • Address people management issues with direct reports, including independent authority to discipline, dismiss and/or terminate where appropriate, applied in a timely manner while ensuring compliance with the collective agreement and Saskatchewan Polytechnic policies.
  • Promote communication between all organizational levels.
  • Ensure a positive, diverse and inclusive work and learning environment.
  • In partnership with human resources, work to effectively recruit and retain outstanding staff aligned to Saskatchewan Polytechnic’s values: respect, integrity, sustainability and excellence.
  • Coach, develop and mentor direct reports to ensure their success.
  • Hold employees accountable for outcomes and a high level of performance by addressing people management issues within the school in a timely manner.
  • Plan for future key leadership roles by ensuring succession and workforce planning initiatives are implemented within the school.
  • Promote positive employee engagement.

Resource Allocation

  • Identify and set business plans for revenue generation opportunities within the center, monitoring results and value for services offered.
  • Develop innovative solutions to resource challenges while ensuring alignment with the institute’s strategic goals.
  • Ensure resource allocation for all programs and services are aligned with the strategic priorities and in accordance with school objectives; monitor the Centre’s progress in meeting its objectives, project plans and priorities, as set in the multi-year business plan.
  • Provide monthly and ad hoc reports to the AVP, Continuing Education as required.
  • Manage the center’s budgets and faculty and staff workload to ensure efficient use of resources and monitor yearend forecasts.

Risk Assessment and Management

  • Identify, assess and manage risks in the school planning processes and more broadly, across the organization.
  • Assess the viability and feasibility of concepts for their innovation, sustainability and relevancy to the Saskatchewan Polytechnic environment.
  • Ensure accountability and transparency of the centre’s activities, information and reports.
  • Ensure compliance with federal and provincial laws, regulations, institute policies and collective agreements.
  • Ensure the general safeguarding and stewardship of all resources within the centre.
  • Define and hold accountable those with accountability and authority in the centre.

Required qualifications

  • Relevant Bachelor’s degree (i.e., business or education) and a minimum of 5 years within a post secondary institution.
  • Extensive demonstrated experience in business development and/or grant writing is required.
  • An equivalent combination of education and experience will be considered.
  • Ability to travel regularly within Saskatchewan and occasionally out of province.

Preferred qualifications

  • Completion of a Master’s degree and experience in management and continuing education is considered an asset.
