INTERDISCIPLINARY GENERAL ENGINEER/ARCHITECT (PROGRAM MANAGER)

This position is located in the Planning, Design and Construction Directorate (PDC), Programs and Project Management Division, Program Management Branch of NAVAL FACILITIES ENGINEERING COMMAND ATLANTIC.

Responsibilities

• Provide life-cycle program management for assigned programs with a focus on aligning programs with the corresponding portfolio.
• Provide technical reports, briefings, and analysis for Echelon II/III or Senior/Flag level use.
• Utilize NAVFAC systems to leverage available data.
• Serve as expert consultant and program evaluator for Inspector-General (IG) investigations and other special reviews.

Requirements

This position has a Selective Placement Factor that will be used to screen out ineligible candidates: Current registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam, or Puerto Rico. You must submit a copy of your current license or registration with your application package.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Providing guidance in applying appropriate laws, executive orders, regulations, and policies related to any construction program.
• Managing the receipt, determination of requirement, and allocation and disbursement of design and construction funds for a construction program.
• Reviewing and coordinating approval of all construction contract awards, escalations, and reprogramming actions.

Professional Engineering (0801) Series

Applicants must meet the following positive education qualifications requirements:

• Successful completion of a professional engineering degree. The program must:
  • Lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or
  • Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
    • statics, dynamics;
    • strength of materials (stress-strain relationships);
    • fluid mechanics, hydraulics;
    • thermodynamics;
    • electrical fields and circuits;
    • nature and properties of materials (relating particle and aggregate structure to properties); and
    • any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
• Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying, those who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions within or closely related to the specialty field of their registration.
• Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board.
• Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements.
• Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.

Professional Architecture (0808) Series

Applicants must meet the following positive education qualifications requirements:

• Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines, of which at least:
  • 30 semester hours were in architectural design, and
  • 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
• Possess a combination of college-level education, training, and/or technical experience that furnished:
  • A thorough knowledge of the arts and sciences underlying professional architecture, and
  • A good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
• Lack a degree in architecture but possess 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates a thorough knowledge of the fundamental principles and theories of professional architecture. In the absence of college courses, 5 years of such experience is required.
