About the role

This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Intelligence, Intelligence Enterprise Training Academy (IETA), located in Harpers Ferry, WV.

Responsibilities

In this position, you will serve as an expert Intelligence Operations Specialist (IOS), specializing in providing intelligence specific training and instruction for CBP employees, in the field of intelligence. Incumbent provides in-depth training, as well as develops and implements intelligence-based curriculum to be used throughout the Intelligence Enterprise Training Academy (IETA). Major Duties include, but are not limited to: - Delivering instruction relating to all aspects of unclassified and classified systems exploitation, research, analysis, and intelligence production. - Maintaining subject matter expertise in application of CBP and DHS Intelligence Enterprise authorities and Intelligence Community Directives; intelligence and systems exploitation processes to support law enforcement operations; the application of all associated intelligence collection, evaluation and dissemination processes to support CBP operations. - Supporting the design and development of CBP intelligence training courses. - Ensuring that the appropriate intelligence disciplines and methodologies are identified and applied to exploitation of information from a variety of sources to generate intelligence products that reveal the following: potential threat identities, associations, and travel/movements; organizational composition, tactics, techniques, and procedures; and threat activities, chronologies, capabilities, resources, and patterns. - Applying safeguarding procedures and proper handling techniques when working with classified and sensitive but unclassified information.

Requirements

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: - Delivering learning through various strategies including instructor led training and practical exercises, conducting research, critiques drafts, and evaluates finished written products and provides comprehensive feedback on student submissions; - Applying Analysis, Designing, Developing, Implementation, Evaluation Instructional Systems Design Model (ADDIE) in creating and updating curriculum; - Developing evaluation strategies that include a variety of testing instruments and practical application in a live environment to evaluate student learning performance and making recommendations for training program improvement based on analysis of customer feedback.

Qualifications

Experience: You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/15/2026.

Training

This position has a training requirement. Selectee(s) are required to attend and successfully complete Intelligence Specialist Core and Specialized paid training. The location will be determined at the time of training. You may be required to successfully complete the training requirement as a condition of employment. Failure to successfully complete the required course(s) of training in accordance with CBP standards and policies will result in placement into either a former or different position, demotion, or separation as determined by management and appropriate procedures.

Residency

There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions: - Working for the U.S. Government as a federal civilian or as a member of the military - A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government - Participation in a study abroad program sponsored by a U.S. affiliated college or university - Working as a contractor, intern, consultant or volunteer supporting the U.S. government
