About the role

This position requires someone who can confidently support, as Owner’s Representative Lead Inspector and Quality Assurance Manager (I/QAM), the day-to-day field observations, inspections, documentation, and reporting, and contract coordination to support the Contractor’s successful execution of the construction work, and to assist in delivering a quality product to GSA and DOE/NNSA.

Job Duties

  • Support the Contractor’s successful execution of the construction work, and assist in delivering a quality product to GSA and DOE/NNSA.
  • Observe, assess, document, and via daily reports and timely notifications, recommend for rejection or acceptance construction work that the Contractor is completing.
  • Review all work for conformance with the contract requirements, and compliance with the approved Construction Documents, applicable codes, standards and guidelines to promote the completion of quality work.
  • Enforce the Contractor’s Quality Control Plan, site safety and security, and assist in pushing the contractor to maintain schedule, control the budget, and preserve quality without compromising operations or security.
  • Serve as the primary independent field inspector, employing their architectural, engineering, or construction background, to confirm work is generally in compliance with codes and industry standards.
  • Provide technical quality review of the work, verify the Contractor’s implementation of their QC plan and completion of responsible Inspections.
  • Coordinate with the onsite AECOM Project Manager and offsite technical staff and specialty inspectors, provide technical feedback and guidance to the collaborative team, uphold company, project, safety and security policies, maintain close client interface, and ensure all facets of the project are constructed in accordance with design, budget and schedule, providing frequent, accurate assessments, documentation, and reporting to the GSA project team.

Qualifications

  • Bachelor’s degree in construction management, Architecture, Engineering, or related technical field, or demonstrated equivalency of experience and/or education.
  • At least fifteen (15) years of experience supporting construction activities of which 5+ years must have been as an on-site field Inspector / Quality Assurance Manager, or demonstrated equivalency of experience and/or education.
  • Prior experience leading the QA/QC and inspection major site infrastructure, horizontal sitework, vertical construction replacement and modernization projects.
  • Prior experience working on GSA and/or other federal agency or government construction projects in occupied, secure facilities including secure campuses / military bases / compounds.
  • Prior experience with the design, construction, and/or management services for SCIF projects.
  • Proven Experience performing and supporting the successful completion of similar projects in comparable environments and conditions.
  • Knowledge of and proven experience with construction phase management (CM/PM support services, Owner’s Representation, field observation, and contract management), closeout and warranty phase management (Cx support, warranty backcheck).
  • Thorough knowledge of engineering and construction principles, practices and procedures, base competency with applicable codes, laws, and government regulations, overlay GSA guidelines, principles of project management, and field observation and supervision.
  • Professional demeanor, attentive and accommodating customer service skills, clear and detailed oral and written communication skills, collaborative team building skills, lead by example, proactive problem solver, capable of adjusting to changing job environments, seeks de-escalation.
  • Self-directed. Proficiency in using, Microsoft Word and Microsoft Excel, competency with various review and PIMS repository programs including Kahua, and other support software (CAD, BIM, Bluebeam, Structures, Procore, etc).
  • Ability to safely and competently move self and others throughout an active construction job site in a secure environment.
