About the Role
Perform or assist in performing technical and agency program support of IT activities related to network and system design, configuration, maintenance, and security; customer support; business/systems analysis and design which may include web site development and administration of a transactional, dynamic or interactive web site; and the design and development of database systems.
This position is on the Cross Dimensional Team in the Bureau of Peoplesoft & Payment Applications in the Chief Information Office. It supports the Retirement System through technical analysis, design, development, and on-call support.
Responsibilities

- Assist team members in creation of design and system documentation.
- Follow coding standards.
- Demonstrate effective communication, collaboration, and a proactive approach to problem solving.
- Work under pressure with strong programming and troubleshooting skills, adapting to new technologies as needed.
Minimum Qualifications
Non-Competitive Qualifications for appointment under the NYHELPS Program: For an appointment to an Information Technology Specialist 2, you must have:
- A bachelor's or higher-level degree in any field and one year of experience in information technology; OR
- A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses; OR
- 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology; OR
- A total of two years of experience in information technology.
Competitive Minimum Qualifications: You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.
Transfer: For 52.6, 70.1, or 70.4 transfer to an Information Technology Specialist 2, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Non-Competitive promotion (NCP) qualifications: You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 1. If three or fewer candidates meet the promotional qualifications, the agency may nominate one or more for a noncompetitive promotion under Section 52.7 of the Civil Service Law. If more than three candidates are interested, the agency may nominate one or more for a provisional promotion under Section 65 of the Civil Service Law.
55b/55c Program Appointment: This position may be designated 55 b/c and is subject to verification of applicant eligibility.
Civil Service examinations are not required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program.
Preferred Qualifications
- Demonstrated experience in object-oriented programming or object-oriented programming coursework.
- Demonstrated experience with SQL.
- Demonstrated experience with PeopleSoft.
- Demonstrated experience with programming tools/IDEs (e.g., Eclipse, Ultra Editor, etc.).
- Demonstrated experience with database management tools (e.g., Oracle SQL Developer, PL/SQL Developer, TOAD, etc.).
- Proficient at communicating with technical staff and customers alike.
- Strong analytical thinker with excellent troubleshooting and problem-solving skills.
- Demonstrated experience handling high pressure situations, including the ability to work under tight deadlines, troubleshooting production issues (both during shift and on call), and able to shift priorities with minimal guidance.
- Demonstrated experience in adapting to new technologies as the environment changes.
- Strong self-starter, with ability to pick up quickly on new technologies even when formal training and access to in-house experts are limited.
Schedule
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
