About the role

The Information Technology Specialist 2 (Programming) position is located in the Member Support Team within the Bureau of Peoplesoft & Payment Applications, Chief Information Office.

Responsibilities

  • Perform or assist in performing technical activities related to writing instructions (code), application program development, program and system testing, and business/systems analysis and design related to computer systems, systems maintenance and implementation in areas such as database systems, dynamic, transactional, or interactive web sites, and agency-specific application programs.
  • Support retirement systems through technical analysis, design, development, and nightly on-call support.
  • Demonstrate effective communication, collaboration, and a proactive approach to problem-solving are essential for success.
  • Follow coding standards.
  • Assist team members in creation of design documents and other related system documentation.

Requirements

  • A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses.
  • A bachelor's or higher-level degree in any field and at least one year of the experience in information technology.
  • A minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience in information technology.
  • A total of two years of experience in information technology.
  • Must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 of the Civil Service Law.
  • Must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 1 Programing.

Qualifications

  • Preferred Qualifications/Knowledge, skills, and abilities: Demonstrated experience in Object Oriented Programming, demonstrated coursework in Object Oriented Programming, experience with SQL, experience with PeopleSoft, experience with programming tools/IDEs, experience with database management tools, proficient at communicating with technical staff and customers alike, strong analytical thinker with excellent troubleshooting and problem-solving skills, demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on-call), and able to shift priorities with minimal guidance, demonstrated experience in adapting to new technologies as the environment changes, strong self-starter, with ability to pick up quickly on new technologies even when formal training and access to in-house experts are limited.
