About the role

The Employment Development Department (EDD) is seeking a highly motivated and qualified individual to join the Application Administration and Operations Support Group as an Information Technology Manager I. This position oversees enterprise application operations and production support functions through subordinate supervisors.

Responsibilities

  • Ensure the availability, reliability, security, and continuity of a broad portfolio of enterprise applications, including commercial, cloud-based, legacy, and client-server systems.
  • Direct application operations activities such as incident and problem management, release and deployment coordination, system monitoring, disaster recovery planning, staff development, vendor and contract oversight, and compliance with Statewide and departmental IT policies, security requirements, and governance standards.
  • Collaborate with senior leadership to ensure enterprise IT services support the Department's mission effectively and efficiently.

Requirements

  • Experience managing or supporting production operations for enterprise-level applications, including COTS and/or SaaS solutions (e.g., ServiceNow, Jira, Confluence, Cornerstone Talent Management System).
  • Working knowledge of IT service management (ITSM/ITIL) processes such as incident, problem, change, and release management.
  • Knowledge of IT security principles, operational risk management, and compliance requirements.
  • Ability to manage vendor relationships and service delivery in an enterprise environment.
  • Experience leading or supervising IT supervisors and technical staff in a large, complex enterprise environment.
  • Demonstrated success supporting mission-critical systems with high availability and uptime requirements.
  • Knowledge of California State IT governance frameworks, policies, and procedures, including SIMM, SAM, SCM, Government Code, and Public Contracting Code.
  • Experience developing, managing, and reporting on Service Level Agreements (SLAs) or operational performance metrics.
  • Proven ability to plan, manage, and prioritize workloads across multiple teams and competing operational demands.
  • Experience with budget development, resource planning, and cost control for IT operations or application support services.
  • Experience leading or participating in department-wide or multi-branch IT initiatives, including system upgrades, migrations, or modernization efforts.
  • Strong written and verbal communication skills, including the ability to prepare executive-level reports and present technical information to non-technical stakeholders.
  • Experience supporting disaster recovery, business continuity, or continuity of operations planning.
  • Demonstrated ability to build and maintain effective partnerships with business stakeholders, IT leadership, and external vendors.

Pay

$9,387.00 - $12,579.00 per Month

Schedule

This position may be eligible for a hybrid work schedule. The amount of telework is at the discretion of the Department and is subject to change as business needs arise.
