About the role
The Information Technology (IT) Business Analyst plays a crucial role in enhancing the quality of IT products and services, aligning business needs with IT solutions, and supporting the Authority’s strategic initiatives.
Responsibilities
- Elicits, analyzes, specifies, and validates business needs of stakeholders;
- Collaborates with project sponsors to determine project scope and vision;
- Conducts interviews to gather stakeholder requirements via workshops, questionnaires, surveys, site visits, workflow storyboards, use cases, scenarios, and other methods;
- Analyzes departmental information systems to ensure maximum system utilization and adherence to operational and regulatory changes;
- Manages project resources and budget allocation, creates and manages project schedules, and ensures timely completion of projected deadlines;
- Maintains knowledge of evolving technology and current business practices and trends;
- Interprets and understands the organization’s goals and objectives;
- Establishes and maintains effective working relations;
- Communicates changes, enhancements, and modifications of business requirements to project managers, sponsors, and other stakeholders;
- Provides guidance and/or instruction to junior staff members;
- May be required to drive a vehicle to remote sites, HACLA events, and other locations to set up Audio/Visual equipment.
Requirements
- Minimum of (5) five years’ experience in information technology with emphasis on business systems analysis;
- Advanced experience with Microsoft Excel and Microsoft SQL desired;
- Prominent experience with business and technical requirements analysis, elicitation, modeling, verification, and methodology development preferred;
- Proven experience with project management skills and project management software skills, including planning, organizing, and managing resources;
- Graduation from an accredited college or university with a Bachelor’s degree in Information Technology, Computer Science, Business Administration or closely related field.

- Knowledge of principles and best practices with budget projections applicable to the implementation and support of business applications;
- Modern office equipment and procedures;
- Laws, regulations, resolutions, and codes applicable to organization’s business needs;
- Excellent analytical, mathematical, and creative problem-solving skills;
- Excellent listening, interpersonal, written, and oral communication skills;
- Highly self-motivated and self-directed with strong customer service orientation abilities.
Qualifications
- International Institute of Business AnalysisTM (IIBA®) Certifications such as Certified Business Analysis Professional (CBAP®), and/or Certification of Capability in Business AnalysisTM (CCBA®) or similar certification.
