About the Role

This is a professional position that involves analytical work with the Division of Emergency Management for the Individual Assistance Recovery Program. The selected candidate will work on research and technical writing to support grant management, training, and writing program guidance. The position is responsible for intake with survivors to identify unmet needs and link survivors to available resources, as well as provide ongoing review of disaster recovery plans. The selected candidate will work directly with partner federal, state, and local governments and non-traditional organizations in developing planning guidance.

The position works under the administrative and technical supervision of a section manager or Assistant Director. The candidate is expected to work independently, ensuring projects are completed within established objectives and deadlines, provide weekly activity reports, and complete other duties as assigned.

Responsibilities

• Conduct research and technical writing related to grants and housing resources.
• Coordinate intake with disaster survivors to identify unmet needs and referrals to available resources.
• Develop and maintain housing resources.
• Create written program guidance and develop training materials.
• Prepare activity reports.
• Review and update disaster recovery plans.
• Collaborate with federal, state, and local governments and non-traditional organizations.

Requirements

• Bachelor’s degree from an appropriately accredited institution.
• One year of progressively responsible emergency management, emergency services, or other professional experience directly related to the area of assignment.
• An equivalent combination of training and experience may substitute for the education and experience requirements.

Skills

• Experience in coordinating intake with disaster survivors to identify unmet needs and referral to available resources.
• Experience developing and maintaining housing resources.
• Experience in research and technical writing related to grants and/or housing resources.
• Knowledge of federal, state, and/or local government housing programs.
• Experience creating written program guidance, developing training, or preparing activity reports.

Pay

Salary Range: $57,983 - $101,470 (Grade NC16). Salary will be based on relevant qualifications, internal equity, and budgetary considerations.

Schedule

This is a full-time position (40 hours per week). All NCEM new hires are required to report in-office/on-site for the first 90 days of employment.
