About the role

Employees in this class are responsible for the total process of determining or redetermining applicant/client eligibility in a County Department of Social Services. This includes:

  • Performing intake, processing, and review functions for a single income maintenance program (Food Stamps, Aid to Families with Dependent Children, Medicaid, or County Special Assistance);
  • Performing one of the above functions for three or more income maintenance programs;
  • Performing two or more functions in the Medicaid-Long Term Care Program; or
  • Serving as a lead worker at least 25 percent of the time over Income Maintenance Caseworkers I, involved with one or two income maintenance programs, and performing one or two of the intake, processing, or review functions.

Work includes interviewing clients to obtain required information, completing initial applications, verifying information, determining eligibility, and completing scheduled program reviews. Employees explain program requirements and options, advise or refer clients to other program services, and complete recertifications and changes for Family and Children’s Medicaid programs. Lead workers require greater familiarity with program policies to correct errors detected during reviews.

Responsibilities

  • Conduct client interviews to gather data on family composition, financial status, employment, and health.
  • Process client applications, including verification of all information obtained during intake.
  • Perform periodic redeterminations or reviews to verify continued eligibility for program participation.
  • Determine initial or continuing eligibility based on assigned functions.
  • Assess accuracy of information received to determine eligibility.
  • Inform clients of available programs and make referrals to appropriate agencies.
  • Stay current with policies and procedures governing all programs.
  • Perform in-depth assessments and document information.
  • Work under pressure and handle multiple tasks efficiently.
  • Evaluate and instruct lower-level employees if serving as a lead worker.

Requirements

  • One year of experience as an Income Maintenance Caseworker; or an equivalent combination of training and experience.

Preferred Qualifications

  • Degree from an accredited college or university.
  • Associate’s degree in accounting, business administration, human services, secretarial science, or a closely related field, and at least two years of paraprofessional, clerical, or public contact experience involving negotiating, interviewing, obtaining, analyzing, or evaluating data.
  • High school diploma and at least five years of paraprofessional, clerical, or public contact experience involving negotiating, interviewing, obtaining, analyzing, or evaluating data.
  • Bilingual skills.

Skills

  • Considerable knowledge of assigned program areas.
  • General knowledge of agency and community programs and services affecting clients/applicants.
  • Strong mathematical reasoning and computational skills.
  • Ability to read, analyze, and interpret rules, regulations, and procedures.
  • Ability to communicate effectively with clients, the public, and officials to obtain data and explain program rules.
  • Ability to instruct and evaluate lower-level employees.
  • Ability to perform caseworker functions within structured time frames.
  • Strong organizational, oral, and written communication skills.

Pay

Hiring range: $46,916.00 - $63,309.00. This position is eligible for a tiered $4,000.00 critical position bonus.
