Duties

Under the direction of the IES Technical Director, the APP Dev lead will be assigned to the Integrated Eligibility System (IES) within the Office of Information Technology Services (ITS) and will direct and oversee all aspects of application development supporting the Child Support workstream. The incumbent will work to streamline application and determination processes, improve data accuracy and reduce duplication of efforts, enhance user experience for applicants, and ensure compliance with evolving federal and state regulations.

  • Direct and coordinate diverse agile development teams comprised of Business Analysts, Project Managers, Developers, and Testers.
  • Ensure clear communication and alignment across all project stakeholders, including multiple agencies and regulatory bodies.
  • Manage project scope, timelines, and resources effectively to meet critical deadlines and budget constraints.
  • Oversee the successful execution of the entire Software Development Life Cycle (SDLC), from requirements gathering to deployment and post-implementation support.
  • Mitigate risks and resolve complex issues that may arise during integration and modernization.
  • Champion the project's vision and ensure it aligns with strategic organizational goals.
  • Perform a full range of supervisory duties.

Minimum Qualifications

  • Eight (8) years of experience in application development using various frameworks like Java, C#, and .NET, frameworks and technologies, including five (5) years leading projects from a technical perspective that leverage agile methodology, DevSecOps, Continuous Integration and Continuous Deployment (CI/CD), cloud engineering, etc., and supervising and managing technical teams delivering high quality products with a large customer base.
  • The following degrees may substitute for the general experience as indicated:
    • Bachelor’s degree and three years of experience
    • Master’s degree in computer science or related field substitutes for an additional year of experience
    • Doctorate in computer science or related field substitutes for an additional 2 years of experience

Preferred Qualifications

  • Experience transforming or building child support application development within the public sector and/or familiarity with the NYS Office of ITS, other NYS agencies, or NYC government, or Federal government technology projects.
  • Have a detailed background that includes possessing a strong, hands-on history in the application development lifecycle, combined with deep technical skills to align and support diverse system architectures across the broader program.
