About the role

Join the Procurement and Defence Investment Policy Department to perform procurement control in the defence sector, provide in-depth strategic analysis of processes, and actively participate in the development of regulatory internal and external normative acts. Together, we strengthen the transparency, efficiency, and sustainability of the national defence system, contributing to a safer Latvia.

Responsibilities

• Implement procurement process control, plan and develop procurement oversight policy, and coordinate its implementation within the defence sector, ensuring a strategic perspective on process development.
• Review procurement documentation in accordance with established methodology, assessing its quality and alignment with strategic objectives.
• Monitor compliance of procurement processes with methodology, identify risks, and provide recommendations for their mitigation and process improvement at the defence sector level.
• Analyse procurement practices and prepare reports, conclusions, and proposals on the effectiveness of the procurement control system, ensuring data-driven decision-making and policy development.
• Participate in the development of normative act projects in the field of procurement process control and prepare opinions on draft legal acts developed by other institutions and organisations within the scope of competence.

Requirements

• Compliance with the requirements of Section 7 of the State Civil Service Law.
• Compliance with the requirements of Section 9 of the Law on State Secrets.
• Academic or second-level professional higher education, preferably in law, economics, or finance.
• Experience in preparing documents, including draft normative acts, in the field of public procurement.
• Professional knowledge and understanding of the public procurement sector and procurement procedures.
• Professional work experience in public procurement (minimum 1 year), including procurement execution, supervision, control, or compliance checks.
• Excellent knowledge of English (a test will be conducted), necessary for analysing materials and preparing documents in English.
• Interest in the state defence sector and the tasks of the National Armed Forces.
• Ability to work with large volumes of information in a dynamic environment, and skill in understanding and applying normative regulations in practice.
• Ability to argue and make reasoned decisions.
• High sense of responsibility.

Preferred Qualifications

• Professional work experience (minimum 3 years) in public procurement, including in various roles within procurement commissions (e.g., chairperson, member, expert, technical specification preparer, procurement documentation preparer), or experience (minimum 3 years) in public procurement supervision, control, or compliance checks.
• Proficiency in Microsoft Excel, including Pivot Tables, Power Query, and data analysis tools (Power BI).

Skills

• For performing the duties of this position, the official must use a nationally issued electronic identification solution, i.e., eSignature (eID).

Pay

Monthly salary from €2095 to €2549 (before tax), including vacation benefits.
