About the role

The Ministry of Defence invites applications for the position of Senior Expert in the Defence Policy and Strategy Division of the Defence Policy Department. This role offers the opportunity to perform responsible, dynamic, and interesting work in public administration, expand knowledge and professional skills, work in a team of knowledgeable professionals, participate in international assignments, and voluntarily complete basic military training to enhance understanding of national defence and the tasks of the National Armed Forces (NAF).

Responsibilities

  • Plan the development of national defence policy by evaluating the state’s foreign, security, and military policy, as well as the political and military developments of international organisations of interest to Latvia.
  • Analyse and provide expertise on international processes relevant to Latvia and the Ministry of Defence.
  • Analyse global and regional security situation trends and their impact on Latvia’s and NATO’s defence policy, and develop proposals to mitigate these threats.
  • Analyse hybrid threats, including in the virtual and information environment.
  • Analyse future security environments and trends, and develop the Ministry’s position on long-term security challenges from Latvia’s perspective.

Requirements

  • Compliance with the requirements of Section 9 of the Law on State Secrets.
  • Compliance with the requirements of Section 7 of the State Civil Service Law.
  • Academic or second-level professional higher education in social sciences.
  • Knowledge of Russian and Belarusian defence policy, national and international security, and defence policy, including understanding of regional security threats (to be tested in a written assignment).
  • Excellent English language skills (knowledge test with a minimum score of 90 points), as duties include representing the ministry and presenting opinions in various international formats, and preparing materials and documents in English.
  • Ability to analyse large volumes of diverse information for evaluating consequences and decision-making.
  • Experience in developing policy planning documents and draft regulatory acts.
  • At least two years of work experience, including experience in public administration.
  • Ability to clearly and persuasively express opinions, work in a team, and independently perform assigned tasks.
  • Interest and knowledge in the field of national defence and the tasks of the National Armed Forces (NAF).
  • Strong analytical and planning skills, sense of responsibility, and precision.

Additional conditions

  • To perform the duties of this position, the official must use a nationally issued electronic identification solution, i.e., eSignature (eID).
  • The employee holding this position is subject to Section 17(1)(23) of the Law on Emergency Situation and State of Exception.
