ICAO Roster-iPACK-Government Safety Inspector Operations — Air Operator Certification

Major duties and Responsibilities

• Lead the iPack team in introducing members to Annex 6, Part 1, and related guidance material.
• Evaluate prospective Operators Pre-Assessment Statement forms for acceptability.
• Conduct an in-depth evaluation of an Operations Manual.
• Identify and resolve gaps for the evaluation of prospective Operators Pre-Assessment Statements and guide in the development or refinement of internal guidance, policies, and procedures.
• Resolve gaps for the evaluation of an Operations Manual through the development or refinement of internal guidance, policies, and procedures.
• Evaluate an operator’s training programme and lead in the development or refinement of internal guidance, policies, and procedures addressing all aspects of training and testing.
• Evaluate an operator’s Cabin Attendant Manual, Aircraft Operating Manual, Minimum Equipment List (MEL) and Configuration Design List (CDL), and Aircraft Loading and Handling Manual.
• Evaluate the results of an inspector’s main base inspection for acceptability and determine inspector actions.
• Evaluate an operator’s quality and safety management systems and lead in the development or refinement of internal guidance, policies, and procedures addressing all aspects of an air operator’s quality and safety management systems.
• Complete an operator’s certificate and Standard Operating Procedures (SOPs) and identify items that must be included in the certification report.
• Develop processes for the issuance of an air operator certificate and assist in the development or refinement of internal guidance, policies, and procedures related to the issuance of an air operator certificate.
• Coordinate, organize, manage, and report on the successful deployment of the OPS iPack.

Impact of The Outcome of the Position

Advisory support will be provided to Member States in ensuring compliance with ICAO provisions for the certification and oversight of air operators.
