About the role

A non-merit vacancy exists in the Bureau of Community Health Services, Department of Health and Human Services. A list of eligible applicants will be established based on the examination as outlined below. Current and future vacancies occurring within this class may be filled from the list of eligible applicants. List all promotions and changes in job duties due to reclassification as separate work experience on your application. Applicants must include the dates of the promotions and reclassifications.

Responsibilities

  • Provides tobacco enforcement and tobacco retail education to vendors in Baltimore County.
  • Collaborates and assists in monitoring of community and faith-based organizations and schools including college and universities awarded grants to develop and coordinate health-related messaging around tobacco use.
  • Provides outreach and education to public regarding the health impact of tobacco use.
  • Works collaboratively with organizations seeking and awarded grant funds to provide tobacco education to individuals at highest risk to youth initiation and chronic disease related to tobacco use.
  • Develops community grant applications focusing on prevention and cessation of tobacco and nicotine use, particularly related to electronic smoking devices.
  • Conducts outreach both individual and group health education.
  • Assists in implementing corrective actions related to problem areas in overall program.
  • Attends meetings and training sessions.
  • Attends tobacco hearings related to enforcement of tobacco regulations.
  • Makes appropriate referrals.
  • Establishes and maintains good working relationships with others.
  • Understands the rules and procedures of the courts and criminal justice system.
  • Interprets Federal, State, and local regulations, procedures, and guidelines for human services professionals.
  • Reads and understands professional journals and other publications.
  • Conducts tobacco enforcement and retail education.
  • May transport other enforcement personnel and perform field visits.
  • Provides assistance to various community/faith-based organizations and schools regarding health messaging and community outreach.
  • Attends court arraignments and hearings as needed.
  • Prepares statistical and summary reports as requested.

Qualifications

  • Graduation from an accredited college or university with a bachelor's degree in a social or behavioral science.
  • Current drivers license.

Knowledge, Skills, And Abilities

  • Knowledge of the theories and principles of human behavior, growth and development, mental illness, alcohol and drug abuse, and problems related to socioeconomic factors.
  • Basic knowledge of local, state and federal regulations related to tobacco enforcement, community-based outreach and health-related messaging and education to individuals and groups.
  • Writing skill necessary to complete forms, legal documents and records, and reports.
  • Good written and verbal communication skills.
  • Ability to conduct tobacco enforcement and retail education.
  • Ability to make appropriate referrals.
  • Ability to establish and maintain good working relationships with others.
  • Ability to appropriately handle hostile individuals and those experiencing a crisis.
  • Ability to understand the rules and procedures of the courts and criminal justice system.
  • Ability to interpret Federal, State, and local regulations, procedures, and guidelines for human services professionals.
  • Ability to read and understand professional journals and other publications.

Conditions of Employment

  • Physical and Environmental Conditions: Essentially sedentary with occasional walking, lifting, or other restricted physical activities.
  • Medical Examination and Employment Background Investigation: Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including but not limited to criminal background, education certification and fingerprinting checks.

  • Life Insurance: Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.
  • Retirement: Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
  • Paid Leave: Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement. Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally. Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year.
