Human Resources Technician Senior
About the role
The Human Resources Technician Senior position involves a wide range of responsibilities within the Human Resources department. Key areas of focus include recruitment and hiring support, new employee onboarding and orientation, personnel actions, HRIS data management, benefits and retirement enrollment, employee records administration, customer service, and policy guidance.
Responsibilities
- Acts as liaison with hiring departments to outline recruitment activities, develop and post job announcements, and monitor the recruitment process.
- Initiates recruitment based on department needs and monitors the recruitment process using recruitment software.
- Closes recruitment and prepares applications/resumes for screening.
- Supports analysts in planning and organizing County job fairs, assists in the selection and screening of candidates, and monitors the results of the screening process.
- Processes new employee paperwork, sets up files, and performs relevant data entry.
- Coordinates and schedules pre-employment drug screenings and orders background reports for new hires.
- Determines appropriate retirement system enrollment for new hires and initiates/monitors retirement system enrollment submissions.
- Facilitates communications with newly benefits-eligible employees and drafts responses to routine correspondence.
- Manages personnel actions in HRIS, reviews and approves peer Personnel Actions, and provides information regarding personnel rules, regulations, policies, and procedures.
- Researches information and prepares correspondence and documentation as needed.
- Maintains employee records and files, conducts training sessions, and handles customer concerns or requests for service.
- Data entries into various vendor portals and County systems, summarizes and prepares reports, and performs research.
Requirements
- High School Diploma/GED (or equivalent)
- Two (2) years Human Resources Technician experience
- One (1) year Benefits Administration experience, preferably in the public sector including FMLA processing, Short Term Disability claims, processing medical, dental, and vision, additional life, supplemental retirement, and mandatory pension enrollments
Qualifications
- Knowledge of Human Resources procedures, terminology, and accepted or common practices and policies.
- Knowledge of Federal and state employment statutes, regulations, and guidelines, including Wage and Hour, Fair Labor Standards Act, Family Medical Leave Act, HIPAA, and GINA.
- Knowledge of Human Resources Information Systems (HRIS), such as MUNIS, NEOGOV.
- Skills in using computer systems and applications, mainframe and personal computers, word processing systems, and effective communication in writing and verbally.
- Ability to comply with Mohave County Personnel Policies and Procedures, and Department Regulations.
- Ability to exercise advanced initiative, decision-making, and independent judgment.
- Ability to understand, interpret, and apply pertinent federal, state, and county laws, codes, and regulations regarding public personnel administration.
- Ability to manage multiple assignments and changing priorities.
- Ability to recommend improvements in processes and workflow by analyzing issues and determining solutions.
- Ability to maintain accurate and up-to-date records and documentation.
- Ability to prepare concise, orderly reports in a timely manner.
- Ability to establish and maintain cooperative working relationships with those contacted in the course of work.
Skills
- Effectively utilizing computer systems and applications, mainframe and personal computers, in the performance of work assignments using word processing systems.
- Communicating and maintaining professionalism with the public, co-workers, and work contacts.
- Operating office equipment efficiently and effectively to include computers, calculators, and other office equipment relative to area of assignment.
