About the Role

The Division of Forestry (NDF) is seeking a Personnel (Human Resources) Technician 2. This position is located in Carson City and remote work is not an option. This position serves as the frontline Human Resources (HR) support for the NDF HR team and assists and backs-up the HR Analyst, HR Technician, and HR team within the Department as needed.

Responsibilities

  • Logging, filing, organization of paperwork and files.
  • Serving as the initial contact for leave programs including Family Medical Leave Act (FMLA); Catastrophic (CAT) Leave; Accommodation Requests, Americans with Disabilities Act (ADA); Workers' Compensation, Occupational Safety and Health Administration (OSHA); Ergonomic Evaluations (Ergo Evals); and Military Leave.
  • Assisting and working through recruiting processes.
  • Conducting new and transfer-in employee orientations.
  • Ensuring documents are complete and all supporting documents are attached for processes such as reclassification requests, accelerated rate requests, unemployment claims, and more.
  • Attending meetings, taking notes, providing resources to employees, preparing reports, and providing general HR-related support as needed.
  • Receiving and reviewing requests and authorization to fill a vacancy; verifying selective recruitment criteria needs and obtaining approval; checking availability of existing hiring lists and/or considering alternative methods of filling vacancies according to established policies and regulations; certifying eligible hiring lists or requesting certified hiring lists from centralized Human Resources; maintaining accurate hiring lists by updating the Human Resources database after interview results are received, and surveying applicants for interest, availability and/or special skills.
  • Developing or assisting in the development of recruitment plans; drafting job announcements; participating in outreach activities including job fairs; preparing and placing advertising in newspapers, trade journals, and websites.
  • Receiving and evaluating employment applications for eligibility according to required minimum qualifications and notifying applicants; scheduling appropriate examination; administering or coordinating testing; processing results and notifying applicants; generating certified eligible hiring lists in accordance with pertinent statutes, rules and regulations and monitoring list usage for compliance.
  • Reviewing hiring packets for required approvals and documentation in accordance with Human Resources regulations; providing new hire orientation and information regarding retirement, pay schedules, insurance benefits, timekeeping, leave, and agency and State policies.
  • Processing various types of employee Human Resources transactions; entering into the Human Resources/payroll database in a live production environment, or auditing transactions processed by others to ensure accuracy; participating in automated system testing as needed.
  • Researching Human Resources and payroll problems and processing corrections for overpayments, underpayments, and leave accrual and pay progression errors; determining benefit eligibility; processing and monitoring Human Resources/payroll actions related to FMLA, workers' compensation, catastrophic leave, and longevity pay.
  • Providing liaison services for employees regarding workers' compensation; coordinating early return to work and modified duty; completing necessary forms, monitoring lost time, and arranging for FMLA to run concurrently.
  • Maintaining Human Resources, recruitment, and training files and records in accordance with established records retention schedules.
  • Responding to Human Resources and payroll related questions from employees, management and the public by researching applicable laws, regulations and policies; providing requested job announcements, applications, forms and other Human Resources documents as requested.
  • Conducting basic research, compiling data and assisting in the preparation of final reports.
  • Performing related duties as assigned.

Requirements

  • Graduation from high school or equivalent education and one year of technical personnel/payroll experience; OR one year of experience as a Human Resources Technician I in Nevada State service; OR an equivalent combination of education and experience.
  • A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
  • A valid driver's license is required at the time of appointment and as a condition of continuing employment.

Qualifications

Knowledge: Working knowledge of laws, regulations, rules and policies related to Human Resources and payroll; functions and operation of a Human Resources office.

Skills: Intermediate Microsoft Excel experience; Intermediate Microsoft Word experience.

Abilities: Perform technical duties in support of a Human Resources program; research NAC, NRS and other sources, and apply rules, regulations, policies and procedures to specific problems and situations; perform payroll operations if applicable to the position; make eligibility determinations based on standard requirements; receive and resolve complaints from the public and/or employees; coordinate a variety of projects and assignments to meet priorities and deadlines; operate a computer and software programs; process technical personnel transactions accurately.
