Duties
You will develop long and short range staffing plans to meet forecasted mission requirements, human capital losses, changes in critical competencies availability of candidates, career development patterns and reorganization proposals.
You will research qualifications and skills needed and conduct job analyses with subject matter experts to distinguish truly well qualified applicants and those with the ability to learn the job in reasonable periods of time.
You will conduct research and provide advisory opinions.
You will manage and maintain full visibility over all request for personnel action from cradle to grave and provide advice/assistance in all stages of the recruitment process.
Requirements
- Conditions of employment include being a US Citizen, determined suitable for federal employment, participation in the direct deposit pay program, and passing E-Verify employment verification check.
- New employees to the Department of the Navy will be required to serve at least one year at the next lower grade level.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
- You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
- GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting with the application of position classification standards to draft or evaluate position descriptions; providing basic advice to supervisors on organizational structures, career ladders, and standard position design; applying Federal civil service laws, regulations, and hiring authorities (such as Merit Promotion, Delegated Examining, Direct Hire, Veteran authorities, or Reinstatements) to draft vacancy announcements, perform job analyses, and rate/rank applicants; conducting basic analyses of organizational functions and providing advisory services to supervisors regarding routine staffing, classification, or position management issues.
- GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting higher-level specialists with drafting or reviewing standard position descriptions; gathering data to support position classification or organizational structuring; processing routine recruitment and placement actions; and assisting in conducting job analyses; and providing basic explanations of Human Resources (HR) policies and procedures to employees or managers.
