Human Resources Specialist (Recruitment & Placement).
As a Human Resources Specialist (Recruitment & Placement), duties will be performed in a developmental capacity if selected at the GS-9 or GS-11 grade levels.
Responsibilities
- Serve as senior specialist providing advice and counsel to managers and employees on processes and procedures for both CONUS and OCONUS entitlements, including living quarters allowance (LQA), post differential, post allowance, separate maintenance allowance, and other less frequently authorized allowances.
- Provide consultation on coordination of tour of duty and round trip renewal agreements in connection with home leave travel.
- Troubleshoot the most complex and controversial overseas servicing issues, including evacuation procedures and entitlements for employees and dependents required to leave an overseas area.
- Provide management with hiring flexibility and comprehensive staffing and placement services using innovative methods to locate qualified applicants for a variety of positions.
- Resolve difficult and complex problems associated with comprehensive recruitment and placement services.
- Facilitate placement programs, including the Priority Placement Program (PPP), Reemployment Priority List (RPL) program, and the Interagency Career Transition Assistance Plan (ICTAP).
- Apply laws, regulations, policies, and practices to provide advice and guidance on a wide variety of pay actions and single agency compensation authorities.
Requirements
- Must be a U.S. citizen.
- Tour of Duty: Flexible.
- Security Requirements: Non-Critical Sensitive. Appointment is subject to a favorable suitability or fitness determination; unfavorably adjudicated background checks will be grounds for removal.
- Fair Labor Standards Act (FLSA): GS-9 & GS-11: Non-Exempt; GS-12: Exempt.
- Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.

- Selectees are required to have a REAL ID or other acceptable identification documents to access certain federal facilities.
Qualifications
To qualify, your resume and supporting documentation must demonstrate specialized experience:
- GS-9: One year of specialized experience equivalent to the GS-07 level, including:
- Conducting job analyses, preparing Job Opportunity Announcements, and determining applicants' qualifications using OPM Qualification Standards for Federal civilian positions.
- Completing a full range of personnel actions relating to Federal civilian staffing, including making pay determinations.
- Applying specific rules, regulations, or procedures to complete human resources-related assignments.
- Maintaining relationships with internal and/or external customers or associates.
- GS-11: One year of specialized experience equivalent to the GS-09 level, including:
- Conducting job analyses, preparing Job Opportunity Announcements, and determining applicants' qualifications using OPM Qualification Standards for Federal civilian positions.
- Completing a full range of personnel actions relating to Federal civilian staffing and overseas allowances, including making pay determinations.
- Providing support on Federal civilian overseas entitlements and allowances.
- Assisting in the resolution of problems and issues associated with Federal civilian overseas entitlements and allowances.
- GS-12: One year of specialized experience equivalent to the GS-11 level, including:
- Conducting and reviewing job analyses, providing training on preparation of Job Opportunity Announcements, and determining applicants' qualifications using OPM Qualification Standards for Federal civilian positions.
- Completing and reviewing a full range of personnel actions relating to Federal civilian staffing and overseas allowances, including making pay determinations.
- Providing advice and guidance to management and employees on Federal civilian overseas entitlements and allowances.
- Resolving problems and issues associated with Federal civilian overseas entitlements and allowances.
- Reviewing Federal civilian overseas entitlement claims and ensuring compliance with legal and regulatory requirements.
Education
Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. If using education to meet qualifications, you must submit a transcript.
- GS-9: Master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education.
- GS-11: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education.
- GS-12: No education substitution at this grade level.
Combinations of education and experience may be used to meet total qualification requirements for GS-09 and GS-11.
Foreign education must be evaluated by a private organization specializing in interpretation of foreign education programs and deemed equivalent to a U.S. education program.
