About the Role

As a Human Resources Specialist (Recruitment and Placement), you will perform a variety of advanced HR functions to support recruitment, placement, and workforce planning for federal civilian positions.

Responsibilities

  • Apply advanced knowledge of HR methods, principles, practices, and methodologies to advise and resolve complex recruitment and placement operations.
  • Develop and deliver briefings, project papers, status reports, and correspondence to management to foster understanding and acceptance of findings and recommendations.
  • Advise management on merit system principles and prohibited personnel practices to ensure compliance with recruitment regulations.
  • Develop long- and short-range staffing plans to meet forecasted mission requirements.
  • Research qualifications and skills required for various positions and conduct job analyses with subject matter experts.
  • Advise management on recruitment strategies, sources, special programs, and incentive programs (recruitment, relocation, retention).
  • Draft formal responses to applicant inquiries, complaints, appeals, audit reports, inspections, or survey findings for management’s signature.
  • Advise management on organizational restructuring, including downsizing efforts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires a Tier 1 background investigation prior to appointment.
  • U.S. citizenship is required.
  • Direct deposit of pay is required.
  • Male applicants born after December 31, 1959, must be registered for Selective Service.
  • This position requires a one-year probationary period.

Qualifications

Only applicants who meet one of the following employment authority categories are eligible to apply:

  • Current Civilian Employees of the Command.
  • Current Civilian Human Resources Agency (CHRA) employees with competitive status.
  • CHRA employees eligible to work from an alternate duty location.

To qualify, you must meet the following experience requirements:

  • One year of specialized experience at the GS-11 level or equivalent, including:
    • Conducting job analyses, reviewing applicant qualifications, and referring eligible candidates for employment consideration.
    • Analyzing and resolving complex civilian personnel recruitment and placement issues.
    • Interpreting and applying civilian personnel recruitment and placement laws, regulations, policies, and practices to provide advice and guidance.
    • Proficiency using HR automated systems such as DCPDS, AutoNOA, USAS, or similar software.
  • Applicants must have held a General Schedule (GS) position within the last 52 weeks and have 52 weeks of Federal service at the GS-11 level or equivalent.

Education may not be substituted for experience in this role.
