About the Role

Provides a full range of HR services for managers and employees; advises management and employees on complex personnel issues. Performs extensive technical and specialized work in the areas of staffing, pay administration, training, incentive awards, performance administration, employee benefits, portability of benefits, management employee relations, and labor relations.

Applies knowledge of regulatory compliance to address and resolve routine and complex issues requiring a thorough comprehension and experience applying and interpreting policies, regulations, and directives pertaining to NAF employment.

Monitors, directs, trains, and oversees a team of lower graded HR staff when required.

Responsibilities

  • Provide HR services covering staffing, recruitment, position classification, management employee relations, labor relations, and training.
  • Analyze, evaluate, and recommend resolutions to complex, interrelated Human Resources problems and issues.
  • Use Microsoft Office Programs (Word, Excel, PowerPoint, Outlook) and various human resources information systems.
  • Ensure compliance with policies, regulations, and directives related to NAF employment.
  • Oversee and train lower graded HR staff as needed.

Requirements

  • Direct Deposit and Social Security Card are required.
  • Must meet qualification, eligibility, and background requirements for this position.
  • A one-year probationary period may be required.
  • Must satisfactorily complete an employment verification (E-Verify) check.
  • This is a CHRA NAF Career Path II position; incumbent must complete the requirements for CHRA NAF Career Path II within twenty-four (24) months of placement into the position.

Resumes must be two pages (or less) and clearly demonstrate relevant experience, skills, knowledge, and abilities.

NF-03 (NAF/Developmental)

  • Six (6) months of work experience in a human resources office demonstrating knowledge of at least two of the following functional HR competencies: Staffing, Recruitment, Position Classification, Management Employee Relations, Labor Relations, or Training.
  • Prior experience using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook).
  • Ability to work with a variety of human resources information systems.

NF-04

  • Eighteen (18) months or more of work experience in a human resources office demonstrating knowledge of at least two of the following functional HR competencies: Staffing, Recruitment, Position Classification, Management Employee Relations, Labor Relations, or Training.
  • Experience analyzing, evaluating, and recommending appropriate resolutions to complex interrelated Human Resources problems and issues.
  • Prior experience using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook).
  • Ability to work with a variety of human resources information systems.
  • The related work experience must have been equivalent in difficulty and complexity to the next lower pay band (NF-03).

Highly Preferred Qualifications:

  • Two (2) years of prior work experience in a NAF Human Resources Office.
  • Successful completion of training in Basic Staffing, Customer Service, Organizational Structure, Basic Writing, and Time Management or completion of Career Path I.

Area of Consideration

The Area of Consideration for this vacancy announcement is the local commuting area (50 miles) of Fort Belvoir. NF-03 - Military Spouse Preference (MSP) and Involuntarily Separated Military Preference (ISMP) eligible candidates are included in the area of consideration.
