Human Resources Specialist 2 Labor Relations (CNYDDSO)

About the role

Position will be located at either 187 Northern Concourse, North Syracuse, NY 13212 or 8163 Gore Rd., Rome, NY 13440. Telecommuting and travel arrangements to be discussed at interview.

Responsibilities

• Investigates instances of employee misconduct.
• Drafts Notices of Discipline and manages time and attendance discipline cases.
• Assists Managers in administering the various Collective Bargaining Agreements.
• Provides support to State Operations in managing concerns with employees.
• May supervise one or more Human Resources Specialist(s) 1 (Grade 18).
• Responds to contract and/or non-contract grievances at the step 1 or 2 level.
• Assists in administration of a District Labor Relations program.
• Provides various training relevant to Employee and Labor Relations to supervisors and other OPWDD employees.

Qualifications

• Promotion: One year of service as a Human Resources Specialist 1 Labor Relations and reachable on the current Civil Service list for Human Resources Specialist 2 Labor Relations.
• Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
• Provisional appointment: One year of service as a Human Resources Specialist 1 or Human Resources Specialist 1 (LR).
