About the Role

In this position, you will serve as a Senior Specialist providing assistance, advisement, and consultation to a wide range of management and supervisory officials at the installation level with varying missions. You will ensure installation compliance at all levels in accordance with the Air Force Materiel Command (AFMC) Master Labor Agreement with the American Federation of Government Employees (AFGE) Council 214, Local Supplement Agreements, and other local policies, memorandums of agreement, or memorandums of understanding executed under Presidential Executive Orders (EOs), DOD, and DAF policies, instructions, and regulations.

You will serve as the Labor-Management Relations (LMR) focal point and subject matter expert for one or more LMR programs or functional areas and/or projects such as arbitrations, administrative grievances, unfair labor practices, labor management forums, information requests, and e-based sites.

You will compose a variety of documents specific to and outside the LMR functional area, including articles for publication in newsletters, briefings, training, reports, policy letters, advisories, regulations, instructions, and local responses to inquiries from Congress, higher Headquarters, and other Federal Agencies.

Responsibilities

  • Provide expert advice and consultation on labor relations matters to management and supervisory officials.
  • Ensure compliance with labor agreements, policies, and regulations.
  • Serve as the subject matter expert for LMR programs, including arbitrations, grievances, and unfair labor practices.
  • Develop and compose documents such as briefings, reports, policy letters, and responses to inquiries.
  • Conduct in-depth legal research and apply analytical techniques to resolve complex labor relations issues.
  • Lead and manage groups or individuals to resolve organizational problems using continuous process improvement methodologies.

Requirements

  • Obtain and maintain a security clearance.
  • May be required to travel to perform temporary duty.
  • May have extended or other than normal duty hours.
  • Must safeguard personal data in accordance with the Privacy Act of 1974.
  • U.S. citizenship is required.

Qualifications

  • Extensive knowledge and skill in applying analytical and evaluative techniques to identify, consider, and resolve issues concerning program efficiency and effectiveness.
  • Mastery of the overall missions, functions, and organization of the agency or component, with the ability to evaluate current organizational strategies and performance.
  • Knowledge of in-depth legal research methods, information-gathering techniques, and analytical techniques to interpret and apply precedent decisions and legal opinions.
  • Ability to communicate effectively, both orally and in writing, and maintain good working relationships with individuals and organizations.
  • Ability to lead and manage groups to resolve difficult problems and situations related to organizational issues.
  • Skill in interpreting and applying complex laws, regulations, methods, operating procedures, and policies to develop policy, training, and courses of action.

Pay

2026 Salary Range: $89,508 - $138,370 yearly with locality pay.
