About the Role

You will serve as a Human Resources Specialist (Labor Relations/Employee Relations) in the Fleet Human Resources Office Norfolk of Fleet HRO Norfolk.

Responsibilities

  • Advise management in all stages of disciplinary and adverse actions, Employee Relations, and provide input on decisions impacting overall HR policy at serviced commands.
  • Serve as a "troubleshooter" or "consultant" to management on all Employee and Labor Relations (ER/LR) issues, resolving controversial and complex problems, and providing authoritative assistance for novel or obscure issues.
  • Coordinate and/or prepare responses to external program review findings and recommendations regarding sensitive issues; assist the supervisor in conducting internal assessments of the ER/LR functional program.
  • Develop agreements between management and labor organizations, including alternative dispute resolutions (ADR), contract negotiations, arbitration hearings, and unfair labor practice (ULP) complaints.
  • Advise managers on union organizing and recognition, establishment of management negotiating teams, evaluation and preparation of responses to grievances, and training managers to effectively deal with labor organization representatives.
  • Provide technical assistance to employees and managers on all aspects of ER problems/issues, including leave, hours of work, medical issues, performance issues, and pay under 5 USC and the Fair Labor Standards Act (FLSA).
  • Serve as a negotiating team member or chief spokesperson on contract renegotiation, midterm bargaining, and impact and implementation negotiations.
  • Act as an agency management representative and technical advisor in hearings before the Merit Systems Protection Board (MSPB), Equal Employment Opportunity Commission (EEOC), Virginia Employment Commission (VEC), and grievance arbitrators.

Requirements

  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • This position may require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay may be required.

Qualifications

For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must include:

  • Applying knowledge of general human resources management.
  • Assisting with writing documents to prepare findings in labor and employee relations.
  • Gathering and evaluating case facts, developing recommendations for and assuring the implementation of appropriate corrective actions.
  • Conducting research to identify courses of action after problem identification.
  • Skill in written and oral communication to prepare and present findings in a logical and clear manner.

For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must include:

  • Applying knowledge of general human resources management.
  • Assisting with writing documents to prepare findings in labor and employee relations.
  • Conducting research to identify courses of action after problem identification.
  • Skill in written and oral communication to prepare and present findings in a logical and clear manner.

Education

For GS-12, there is no education substitution for this series/grade combination.

For GS-11, in lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

  • A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M., if related.
  • A combination of experience and graduate education as described above that equates to one year of experience.
