Location: St. Paul

Telework options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval.

Full-time, unlimited (permanent) position.

Salary Range: $28.75 - $42.16 / hourly; $60,030 - $88,030 / annually

About the Agency

The Court of Administrative Hearings (CAH) is the largest of three Executive Branch Courts with over 75 full-time employees located in St. Paul and Duluth. CAH hears cases for over 250 state agencies and local units of government in over 200 unique areas of administrative law and is Minnesota's workers' compensation trial court. CAH renders justice through fair, timely, and impartial hearings and high-quality dispute resolution services.

Responsibilities

  • Coordinate and complete full-cycle recruitment and staffing processes in collaboration with hiring supervisors, HR staff, and others.
  • Oversee and process employee and position transactions, as needed, in the State Employee Management System (SEMA4) and provide backup support in the area of employee benefits.
  • Research, analyze, and document requests to establish new positions and re-classify vacant and occupied positions in accordance with established job classification policies and procedures.
  • Advise managers, supervisors, and employees on a wide range of employment laws and policies to ensure consistency and compliance.

Requirements

  • 2 years of HR experience*, including experience in at least 4 of the following categories:
    • Vacancy-filling
    • Job analysis/classification
    • Compensation administration
    • Employee transactions processing
    • Employee benefits administration
    • Records management
  • Completion of a bachelor’s degree in Human Resources or a closely related degree program may substitute for one year of the above experience requirements.
  • Analysis and problem-solving skills sufficient to evaluate information, research HR issues, recognize problems, identify options/solutions, and make sound decisions and recommendations.
  • Skills in using HR information systems sufficient to review and enter employee/position information and track applicant/vacancy-filling status.
  • Skills in using word processing and spreadsheet software sufficient to create and edit correspondence and develop and maintain spreadsheets to track data.
  • All employees must submit to a background investigation prior to employment, which may include education check, SEMA4 records check (for current and past state employees), criminal history check, and employment reference check.

Preferred Qualifications

  • Experience and skills in administering/coordinating hiring processes, including assessing applicants’ qualifications and working effectively with hiring managers.
  • Experience working in a unionized environment and interpreting collective bargaining agreements.
  • Experience interpreting employment-related laws, rules, and administrative procedures sufficient to provide consistent and compliant advice and guidance.
  • Experience with the MN Data Practices Act.

Physical Requirements

This is a sedentary position. Requires occasionally moving and transporting such articles as file folders and laptops or accounting boxes. May need to maintain a stationary position for long periods of time while carrying out job duties.
