Human Resources Specialist 1 (Labor Relations) or Trainee 1 or Trainee 2
About the Role
Under the supervision of the Human Resources Specialist 2 Labor Relations, the incumbent will administer labor relations activities for the Office of Addiction Services and Supports (OASAS).
Responsibilities
- Serve as the primary Labor Relations liaison for assigned Addiction Treatment Centers.
- Travel to assigned ATCs and maintain a regular on-site presence, including biweekly visits to each assigned facility.
- Meet with facility leadership and supervisors to discuss current and emerging employee relations matters.
- Provide consultation and technical assistance to supervisors regarding employee conduct, performance, attendance, workplace expectations, and supervisory responsibilities.
- Assist supervisors in identifying appropriate courses of action for employee relations matters in accordance with applicable collective bargaining agreements, Civil Service rules, agency policies, procedures, and established Labor Relations practices.
- Review and evaluate Justice Center complaints; communicate with agency legal staff as necessary, perform investigations, and provide advisement to managers or supervisors.
- Review, evaluate, and investigate workplace violence complaints.
- Provide advice, support, and consultation to supervisors and managers to ensure proper interpretation and administration of contract provisions and avoid misunderstandings that may lead to employee dissatisfaction and grievances.
- Provide hands-on assistance to supervisors in addressing workplace issues, including preparation for employee meetings and development of appropriate documentation.
- Conduct on-site fact-finding and employee, supervisory, and witness interviews as necessary.
- Participate in meetings with facility management and staff when Labor Relations representation or consultation is required.
- Represent OASAS at various labor relations functions, such as disciplinary arbitrations, grievance & disciplinary reviews, and performance evaluation appeals.
- Identify recurring or emerging employee relations issues and elevate significant matters to higher-level Labor Relations staff when appropriate.
- Other duties as assigned.
This position requires extensive and routine travel (approximately 50%) and may occasionally include travel to areas that may not be served by public transportation.
Qualifications
Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Competitive Minimum Qualifications
Candidates must be reachable for appointment on the Current Civil Service Eligible List, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level.
Transfer Qualifications
Candidates must have one year of permanent competitive, non-competitive or 55-b/c status in an appropriate title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Non-Competitive HELPS Qualifications
- Human Resources Specialist Trainee 1 (Labor Relations): Four years of labor relations experience, which includes directing the implementation of collective bargaining agreements; representing a company in negotiations; and directing or participating in labor management committees; providing expert advice and assistance to program managers and supervisors in disciplinary matters; and reviewing and evaluating policies and procedures.
- Human Resources Specialist Trainee 2 (Labor Relations): Five years of labor relations experience, which includes directing the implementation of collective bargaining agreements; representing a company in negotiations; and directing or participating in labor management committees; providing expert advice and assistance to program managers and supervisors in disciplinary matters; and reviewing and evaluating policies and procedures.
- Human Resources Specialist 1 (Labor Relations): Six years of labor relations experience, which includes directing the implementation of collective bargaining agreements; representing a company in negotiations; and directing or participating in labor management committees; providing expert advice and assistance to program managers and supervisors in disciplinary matters; and reviewing and evaluating policies and procedures.
Education Substitutions
An associate degree may substitute for two years of specialized experience; a bachelor’s degree may substitute for four years of specialized experience; a master’s degree may substitute for five years of specialized experience; and a doctorate may substitute for six years of specialized experience.
Pay
- Human Resources Specialist 1 (Labor Relations): $67,119 - $83,286*
- Human Resources Specialist Trainee 1 (Labor Relations): $56,655 - $70,869*
- Human Resources Specialist Trainee 2 (Labor Relations): $63,180 - $78,680*
Plus $4,000 Location Pay. The salary range listed reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
