About the Role
The Supervisory Human Resources Specialist serves as the Employee Relations/Labor Relations Chief, providing strategic HR leadership, policy guidance, and operational oversight across multiple medical centers and facilities. The position manages complex employee and labor relations matters, supervises HR professionals, and partners with executive leadership to ensure compliance with federal HR laws and regulations.
Key Responsibilities
- Lead employee relations and labor relations programs across assigned facilities.
- Advise executive leadership on complex employee relations matters, disciplinary actions, grievances, investigations, and workplace policies.
- Interpret and apply federal HR laws, labor regulations, and agency policies.
- Support performance management, reasonable accommodations, workers' compensation, and workplace programs.
- Lead the Shared Service Unit, plan, coordinate, and evaluate HR initiatives that support organizational objectives.
- Develop HR policies, procedures, and operational guidelines.
- Promote collaboration, team development, and continuous process improvement.
- Analyze HR trends and identify opportunities to improve workforce planning and operational efficiency.
- Conduct research and prepare reports with recommendations for executive leadership.
- Develop innovative solutions for workforce planning, succession planning, retention, and organizational development.
- Ensure HR actions comply with federal regulations and organizational standards.
Qualifications
- U.S. Citizenship.
- Extensive experience in Human Resources with a strong background in Employee Relations and Labor Relations.
- Demonstrated leadership and supervisory experience.
- Strong knowledge of federal HR laws, labor relations, employee relations, and performance management.
- Excellent analytical, communication, and problem-solving skills.
- Able to manage confidential information with professionalism and discretion.
Preferred
- Experience supporting large healthcare or federal organizations.
- Experience leading union-management relationships and grievance resolution.
- Knowledge of workforce planning, succession planning, organizational development, and strategic HR initiatives.
- Experience developing HR policies, training programs, and compliance initiatives.
