Human Resources Management Specialist
Location: Human Resources/Chief James Smith Correctional Center
About the role
Positions in this job family are responsible for managing human resources, completing various human resources management activities and personnel actions, and applying laws, rules, and standards related to personnel and payroll administration and human resources management. Some positions specialize in areas such as compensation, classification, recruiting, grievance management, personnel selection, employee benefits, or employee transactions. Others may handle several or all of these areas, depending on the size and organization of the unit or agency.
Responsibilities
- Perform human resources management, personnel, or payroll administration activities, including interpreting and applying rules, laws, and policies.
- Complete classification studies, job audits, and other activities to identify employee duties; develop job descriptions, job specifications, organization charts, and related materials; determine appropriate classifications for positions.
- Conduct wage and salary surveys by collecting and evaluating salary data; prepare recommendations or requests for salary changes; determine salary changes for actions such as appointments, promotions, transfers, demotions, and reinstatements.
- Administer payroll preparation and processing; manage provisions of the Fair Labor Standards Act; oversee leave, worker’s compensation, insurance, retirement, and other employee benefits programs, including special programs like daycare and charitable contributions.
- Collect and analyze data on personnel selection procedures using established psychometric techniques; prepare statistical information on examination results; develop tests and other selection devices.
- Perform centralized or agency recruiting activities; prepare recruiting announcements; interview applicants and evaluate application forms; provide job counseling; administer minority recruitment and outreach programs; visit schools, colleges, and other recruitment sources.
- Administer the agency grievance program; counsel employees on grievance procedures; complete research and investigations as needed.
- Prepare, process, review, analyze, or approve employee personnel transactions; ensure compliance with applicable laws and rules concerning appointments, promotions, demotions, transfers, separations, and other actions.
- Interpret rules and laws concerning employee personnel actions; advise agency personnel staff, employees, supervisors, and managers on personnel-related issues.
- Maintain a system of employee personnel records.
Level Descriptors
- Level I: Perform routine professional-level work in completing various personnel management activities, such as reviewing personnel actions, evaluating job applications, conducting interviews, counseling employees, preparing certificates of eligibles, completing job audits, and developing selection devices.
- Level II: Responsible for a full range of professional-level work in human resources management or personnel administration, either in a specialized area or across multiple areas of an agency’s HR program. Work is completed with a high degree of independence. May include training or guiding lower-level staff.
- Level III: Perform advanced-level human resources management work, including independent responsibility for specialized programs, supervising or training other HR specialists as a lead worker or project leader, or coordinating and completing required activities.
Requirements
- Level I:
- Knowledge of human resources management policies and procedures, records maintenance, and business communications.
- Ability to establish and maintain effective working relationships and apply applicable rules, laws, and policies.
- Level II:
- Knowledge of human resources management policies and procedures, Merit Rules for Personnel Administration, the Oklahoma Personnel Act, and other applicable laws, rules, and standards; records maintenance; and business communications.
- Ability to establish and maintain effective working relationships, apply and interpret rules and laws, and analyze situations.
- Level III:
- Knowledge of human resources management policies and procedures, Merit Rules for Personnel Administration, the Oklahoma Personnel Act, and other applicable laws, rules, and standards; records maintenance; and business communications.
- Ability to establish and maintain effective working relationships, apply and interpret rules and laws, analyze situations, and perform highly independent work.
Qualifications
- Level I:
- Bachelor’s degree; or
- Four years of technical human resources management experience; or
- An equivalent combination of education and experience.
- Level II:
- Bachelor’s degree plus one year of professional experience in human resources management; or
- Master’s degree in human resources, industrial/organizational psychology, public administration, sociology, psychology, or a closely related field; or
- Four years of technical human resources management experience plus one year of professional experience in human resources management.
- Level III:
- Bachelor’s degree plus two years of professional experience in human resources management; or
- Master’s degree in human resources, industrial/organizational psychology, public administration, sociology, psychology, or a closely related field plus one year of professional experience in human resources management; or
- An equivalent combination of education and experience.
Note: Experience must include at least one of the following: job analysis, position classification, wage/salary and benefits administration, civil rights administration, recruitment, or payroll administration. Experience incidental to or not a major responsibility of the position will not qualify.

Some positions may require willingness and ability to fulfill all job-related travel normally associated with the role.

- Level I: $38,328.16
- Level II: $46,664.80
- Level III: $51,007.84
