About the role
This position supports the Human Resources department in the employment of permanent and temporary classified and certificated personnel. It involves providing information and assistance to employees, applicants, and the public, processing hiring documents, and maintaining various record management systems.
Responsibilities
- Provide information and assistance to employees, administrators, applicants, and the general public regarding a wide variety of personnel functions.
- Serve as a technical resource to District employees and the general public regarding personnel functions, activities, policies, and procedures.
- Distribute, screen, and process employment applications and other personnel-related documents.
- Process new employee hiring documents to ensure compliance with District hiring standards (e.g., background investigation, medical screening, and I-9 employment eligibility).
- Process Temporary County Certificate requests, certify that the requirements for the service credential have been met, and assist certificated applicants regarding credential requirements.
- Notify candidates of selection and prepare and mail employment contracts to teachers and administrators.
- Assure employees and applicants have proper fingerprint clearances; authorize fingerprinting for employee; notify department of employee clearance; and ensure proper procedures are followed during fingerprinting process.
- Utilize and maintain manual and automated record management systems.
- Survey, inquire, and collect data to verify and validate that certificated employees are properly credentialed and assigned.
- Verify, process, enter, and update employee information into the appropriate human resources management system and electronic personnel file system.
- Prepare and distribute personnel assignment notices authorizing employment, salary increases, and status changes.
- Assist in developing certificated interview rating scales, questionnaires, and other measurement instruments, using appropriate scaling techniques.
- Maintain and monitor certificated and classified layoff/rehire rights; monitor position vacancy lists for certificated and non-certificated positions.
- Prepare and update reports concerning new hires, transfers, separation, seniority, retirement, and reinstatement actions.
- Prepare staffing spreadsheets and comparative reports to track staffing levels, assignments, and vacancies.
- Determine initial placement salary.
- Evaluate transcripts and/or verify previous training and experience to determine proper placement on salary schedules for all appropriate employee groups.
- Compose, analyze, verify, and monitor human resources related transaction reports, and records.
- Perform data queries and produce reports, tables, graphs, and narrative presentations in order to synthesize and summarize personnel related data for projects, special audits, or collective bargaining.
- Reconcile personnel changes and transaction requests including Board approved and Commission approved transactions.
- May assist in the planning of programs designed to ensure compliance with professional growth and legal mandates.
- May assist in the preparation and administration of performance evaluations for all employees, including maintaining performance evaluations.
- Confer with employees and applicants concerning job vacancies, qualification requirements, and related information.
- Attends and participates in a variety of assigned meetings, conferences, employment recruitment fairs, and in-services.
- Performs job related duties as assigned.
Qualifications
- Two (2) years full-time paid human resources experience involving public contact and the review, application, and interpretation of policies, procedures, and regulations.
- Graduation from high school, or equivalent.
- Thirty (30) semester units of coursework from an accredited college or university, which includes business-related courses. Two (2) additional years of experience performing the above duties may be substituted for the required college coursework.
- A valid California driver license* and auto liability insurance**.
Benefits
This is a non-exempt position, Regular Classified Salary Range 42. Most positions in this class work 8 hours/12 months. The probationary period for employees in this classification is six (6) months (or 130 working days of paid service).
