About the Role
As an Associate at Bank of China, you will coordinate and conduct full-cycle consultant management, including consultant sourcing, onboarding, vendor management, internal and external relationship management, and other ad hoc projects. You will also advise on and assist with implementing relevant policies and procedures.
Responsibilities
- Provide strategic insights and identify opportunities to improve the existing governance framework based on regulatory developments and business needs.
- Influence management and hiring departments by providing strategic recommendations based on consultant market data, workforce analytics, and organizational priorities.
- Lead the design, implementation, and continuous optimization of a centralized consultant database to ensure accurate, accessible, and secure workforce information.
- Develop dashboards and reports to provide insights into consultant pipeline, vendor performance, workforce trends, contract status, and key performance indicators.
- Identify automation opportunities and streamline manual processes to improve the consultant lifecycle and governance framework.
- Propose and present the annual consultant budget to management and monitor execution status, communicating with departments about potential budget execution issues as needed.
- Analyze, evaluate, develop, and maintain the Bank’s consultant needs, ensuring execution by reviewing job descriptions, managing budget allocation, and presenting reports to management.
- Perform full-cycle consultant management workflow activities, including screening resumes, liaising with staffing agencies, coordinating interviews, interviewing, assisting with contract administrations, and conducting background checks and onboarding.
- Manage and maintain relationships with internal and external stakeholders, including management, hiring departments, and staffing agencies.
- Conduct market research on contractor market trends, consultant hiring practices, contractor budget, and vendor performance.
- Conduct regular vendor performance reviews and identify opportunities to improve service quality and cost-effectiveness.
- Perform contract review and negotiation with vendors.
- Develop and enhance policies, procedures, and governance frameworks pertaining to consultant management.
- Maintain accurate consultant records, contracts, and documentation internally.
- Monitor consultant contract durations and proactively coordinate renewals, extensions, or terminations.
- Lead consultant offboarding and exit management activities, partnering with the Employee Relations team when applicable, to ensure timely completion of contract closure, knowledge transfer, system access deactivation, and documentation requirements.
- Stay abreast of legal updates and advise on relevant policies and procedures accordingly.
- Follow all internal policies and procedures within the Bank’s risk framework.
- Escalate any potential violations of internal policies, procedures, or local, state, and federal laws.
- Ensure consultant engagements comply with organizational policies, employment regulations, and contractual obligations.
- Support periodic audits by providing documentation evidence and inputs on risk assessments.
- Participate in or lead departmental or Bank-wide ad hoc projects as assigned.
- Assist in other HR segments if needed.
Qualifications
- Bachelor’s degree required, ideally in Human Resources, Organizational Development, Labor Relations, or other related majors; Master’s degree preferred.
- 3 years of HR-related experience with a strong interest and passion in HR as a career; recruitment experience is highly preferred.
- Capable of multitasking and working in a fast-paced environment.
- Excellent communication skills; bilingual ability in Mandarin is highly preferred.
- Data analytical skills are highly preferred.
Pay
USD $42,000.00 - USD $90,000.00 per year.
