Human Resources Coordinator
Examples of Duties
- Ensures timely and accurate submittal of personnel documents to the Human Resources Office
- Completes personnel transactions and personal data forms in accordance with established formats and procedures
- Interprets and answers routine questions as it relates to the Personnel Rules and Regulations, Memorandum of Understandings (MOUs) and department employee handbooks
- Affords assistance and provides forms to employees related to personnel transactions
- Prepares and submits personnel requisitions, employee relations/disciplinary, performance management and workers' compensation documentation
- Tracks Department employee leaves, part-time work hours and pay increases
- Captures and maintains program information such as Equal Employment Opportunity (EEO) and Department of Transportation (DOT) drug and alcohol programs
- Affords assistance with employment related background checks
- Conducts new hire orientations and administers recruitment processes such as preparing exam plans, scheduling interviews and drug and alcohol employment verifications
- Affords assistance in providing employees with various leave documentation and notices, tracks and maintains record of leaves and notifies the Human Resources Office timely of potential leaves
- Might afford assistance in preparing specialized reports and schedules required by the Human Resources Officer, including Personnel Action Forms (PAFs) and budget documents related to salaries
- Fills and maintains a variety of personnel records and reports related to personnel transactions
- Prepares memos and letters for internal and external correspondence and performs other related duties as required
- Might be required to work other than standard hours in order to meet deadlines
Organizational Responsibilities
- This position reports to the designated manager or department head and is responsible for confidential and non-confidential personnel transactions
- While general administrative supervision for this position is provided by the department, the incumbent will routinely seek technical advice and guidance from the City's Human Resources Office
Knowledge, Skills and Abilities
- Knowledge of laws, ordinances, rules, regulations, and procedures governing recruitment and selection, classification and compensation, employee relations, discipline and personnel activities of operating departments
- Knowledge of occupational titles and concepts, job duties performed and job-related standards for employment
- Ability to exercise diplomacy, tact and good judgment in dealing with confidential records related to employee personnel and payroll records
- Ability to read, understand, apply, and explain regulations, standards, policies and procedures
- Ability to communicate effectively orally and in writing
- Ability to work effectively with candidates, employees, co-workers, other agencies, and the community
- Ability to maintain accurate records
- Ability to prepare reports and correspondence
- Ability to recognize problems and devise effective course of action
- Ability to collect and evaluate data and summarize findings
- Ability to perform basic statistical computations
- Ability to operate a variety of office equipment including computer keyboard, calculator, etc.
Physical Demands and Working Conditions
- In the course of work, this position requires extensive use of a computer keyboard and calculator and requires sitting for prolonged periods of time
- Also standing, kneeling, bending, twisting, reaching and grasping, and may require lifting or moving standard-size office files and boxes
License
Must have and maintain a valid Class C California Driver's License. Please submit the required license, certificate, or registration with the State as evidence of professional or technical proficiency at the same time of filing the application.
Supplemental Information
- Testing Process: Minimum Qualification Screening - Pass/Fail Supplemental Questions - Pass/Fail Oral Interview - 100% of total score
- The Human Resources Officer will require necessary verification of qualifications as specified in the job bulletin.
Vacation
Eight (8) hours per month and increasing with years of service.
Holidays
Thirteen (13) fixed holidays per year plus additional twenty (20) hours of floating holiday per calendar year.
General Leave
Sixty (60) hours per calendar year.
Sick Leave
Ten (10) hours per month, with option to convert sick leave to cash after five (5) years of service, subject to terms and conditions.
Retirement
The City offers the CalPERS 2.0% at 62 pension formula for new CalPERS members hired on or after January 1, 2013, or 2.0% at 55 pension formula for existing CalPERS member with less than a six-month break in service from another CalPERS or CalPERS reciprocal agency.
Health Insurance
The City will pay the PPO Plan premium for a full-time employee plus one (1) dependent.
Retiree Medical
Competitive lifetime benefit upon CalPERS retirement required years of City service, subject to other terms and conditions.
Educational Reimbursement
Up to $2,500 per fiscal year for full-time permanent employees subject to course eligibility requirements.
Wellness Reimbursement
Up to $750 per fiscal year to use towards wellness-related programs and products.
Continuous Service Bonus
At the five-year anniversary of continuous satisfactory service to the City as a full-time, permanent employee.
Longevity Bonus Pay
Begins at ten (10) years of service.
Bilingual Bonus Pay
The city shall pay each approved full-time employee a Bilingual Bonus of thirty-one dollars ($31.00) per pay period as long as the employee remains eligible for the bonus.
Life Insurance
City-paid Group Term Life Insurance Policy at 1 1/2 times regular salary.
Deferred Compensation
Voluntary enrollment, no City match.

Savings and loan services available through South Bay Credit Union, Kinecta, and F&A Federal Credit Union.
